The total defense is in strong growth due to the current global situation. The defense budget has more than doubled in a few years, and significant investments are being made in civil defense. The economic governance and follow-up of allocated funds leading to capability growth need to continue to develop. The role of special head of economic governance for expenditure areas and authorities within the ministry's area of responsibility is a developing role in a rapidly evolving field. To succeed in this role, a strong initiative and drive are required.

The Secretariat for Economic Governance and Management Support (ESL) at the Ministry of Defence is responsible for coordinating economic governance (operational management and financial governance) for expenditure areas and authorities within the ministry's area of responsibility, as well as the process regarding the internal governance of the ministry. Within the secretariat, there is the ministry's special head of economic governance for expenditure areas and authorities.

As the special head of economic governance at the Ministry of Defence, you are responsible for:

  • Directing and developing the overall economic governance for expenditure areas and authorities within the ministry's responsibility.
  • Coordinating and providing further instructions for the ministry's work within the budget process, and in matters concerning NATO financing and economic issues related to the EU's multiannual budget framework and programs.
  • Developing methods, providing methodological support, and conducting analyses in the area of economic governance.
  • Supporting and guiding other units and management in these matters.

As the special head of economic governance, you are also responsible for:

  • The Authority for Total Defense Analysis (MTFA)
  • Certain committees.

Your contact points span the entire ministry, including political leadership, department heads, unit and group leaders, budget coordinators of the units, and agency administrators, as well as case handlers in matters of economic governance. In addition, the relevant unit manager and contacts at the Ministry of Finance's budget department are important contact points. You are part of the ministry's management group and lead the employees in the secretariat who work with economic governance. The unit manager is the personnel responsible manager for all employees, including you as the special head.

Your background

You have an academic degree in economics, political science, business administration, or another area that the employer deems relevant. Furthermore, you have several years of experience working with the state budget process and experience working in the Government Offices. You also have knowledge of the fiscal framework, economic governance, agency governance, and the economic administrative regulations.

It is meritorious if you have experience of similar work in the Ministry of Finance or the Ministry of Defence, as well as experience in a managerial role as a coordinator, project leader, or manager. It is an advantage if you have experience from working in government agencies and have knowledge of the respective EU and NATO institutions and financial frameworks, as well as knowledge of defense and security policy.

The employment is permanent with a six-month probationary period. The position is placed in a security class, and a security review with a background check will be conducted before a hiring decision is made. You must be a Swedish citizen but may have a foreign background. On-call duty may occur.
