Development Strategist for National Minorities

The Public Health Unit is part of the Health and Medical Care Political Department organized within the Regional Administration. In addition to the Public Health Unit, the department includes the Purchasing Unit, the Pharmaceutical Unit, and functions that support the various administrative areas and work with materials for elected representatives. The unit's task is to support both its own organization and other actors in Jämtland County to promote health, prevent ill health, and reduce health disparities in the population and geographically. The unit should contribute by being a knowledge support to its partners and assist management and politicians in implementing political decisions, guidelines, and compliance with laws within defined areas of responsibility.

JOB RESPONSIBILITIES

As a development strategist, you will have a functional responsibility for national minorities with a special focus on Sami development issues. The region is part of a Sami administrative area, which entails a special responsibility to work with Sami culture, Sami languages, and to strengthen opportunities for Sami people to participate and have influence in decision-making processes. The ambition is for the Sami perspective to be included and visible in all parts of the operations.

In preparation for 2026, the region aims to increase Sami cultural competence, ensure that Sami rights under the minority law are known and implemented, and work for increased participation, among other things according to the consultation law. We have ongoing training initiatives for all employees and are reviewing how we can develop forms for consultation with Sami people. Gradually, this will also apply to other national minorities.

You will enter a phase where there are great opportunities to influence the work and are expected to actively monitor, drive development, and represent the region within the functional area. You are familiar with goals, laws, and other governing documents and support the organization in ensuring that rules, guidelines, and routines are available and updated so that the region can meet the set requirements and visions.

The region is part of the knowledge network for Sami health and has adopted a strategy for Sami health. You will represent the region in several different networks and have an overall responsibility for collaboration locally, regionally, and nationally. This includes being the region's county coordinator in the knowledge network for Sami health, coordinating the region's Sami staff network, coordinating the region's consultations with the Sami population, and being responsible for contacts with relevant authorities.

The assignment is region-wide, which means collaboration with all the region's different organizational and competency areas. You will be placed within the Public Health Unit where you, together with the unit's employees, are expected to contribute to the overall development of the region's promotion and prevention work with a special focus on equality and human rights. Media contacts may occur.

QUALIFICATIONS

We are looking for someone with high knowledge, great interest, and experience in working with national minorities. You have specific knowledge in Sami development issues as well as Sami language and cultural competence. You have a university degree that is deemed relevant for the assignment.

You have experience working in a politically governed organization and have a good understanding of the region's areas of operation. You are used to driving issues independently and in a structured manner, take responsibility for the assignment in all its parts, and are comfortable handling complex issues across organizational boundaries.

Great importance is placed on your personal qualities. We see that you have communicative abilities and that you thrive in various arenas where you build relationships and create trusting and constructive dialogues. Furthermore, you also have good pedagogical skills and can express yourself well in both speech and writing.
