Contract Strategist Wanted at the Swedish Prison and Probation Service

The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and are now looking for more employees. Our primary goal is to reduce recidivism – to break the cycle of crime. If we succeed, society will be safer and more secure for everyone. We are the authority responsible for prisons, probation, detention centers, and client transport.

RESPONSIBILITIES

The Property Technical Unit, consisting of two sections with about 35 employees, is in the process of developing a strategic and long-term perspective in the contract area related to the unit's needs. The unit manages all contracts related to security technology for the Swedish Prison and Probation Service, including overarching alarm systems, CCTV, access control systems, x-ray machines, locking systems, etc., with a contract value of approximately 1.3 billion SEK per year. The contracts aim to address the unit's needs for consulting services, contracts, service and support, as well as products within security technology. As our contract strategist, you will be responsible for outlining the overall strategic direction and developing and following up on the work towards the organization's goals.

In this role, you will work to create control and quality throughout the contract chain from signing to follow-up. You will analyze, monitor compliance with the contracts, and identify risks, opportunities, and areas for improvement. An important part of the assignment is to develop processes and routines to strengthen the long-term nature and efficiency of the unit's contracts. You will play a crucial role in creating and maintaining good relationships with both internal stakeholders, the authority's procurement unit, contract users, and other key individuals, as well as with suppliers and other external procurement actors.

We are looking for someone who has:

• A university degree in a relevant field or other education combined with experience deemed relevant by the Swedish Prison and Probation Service
• Experience in strategic contract work
• Experience in procurement under LOU/LUFS
• Experience in contract management with associated supplier contacts
• Ability to express yourself well in spoken and written Swedish
• Category B driver's license

It is advantageous if you have:

• A law degree with a focus on contract law, procurement, or public administration
• Experience in similar tasks within or in collaboration with a government authority
• Experience in legal work, particularly in contract law, procurement, or public administration
• Experience in security-protected procurement
• Experience in interpreting and drafting contracts and providing legal support in contract matters
• Good knowledge of ABT, AB, ABK, ABFF
