Strengthening the Purchasing Department

Do you want to work in a role where analysis, business acumen, and societal benefit meet, and where your work makes a difference? Karlstad Municipality is now looking for another contract controller for the Operational Support unit within the Purchasing Department, to strengthen our work with monitoring, control, and development of the municipality's purchases.

Description

The Purchasing Department of Karlstad Municipality plays a central role in the development of the municipal group's purchasing and procurement work. We are responsible for procurement, monitoring, evaluation, and development of the municipality's purchases in accordance with policies and guidelines.

The Karlstad Municipality group purchases goods, services, and contracts worth approximately 3.3 billion SEK each year, and we are working purposefully to be a modern and value-creating purchasing organization at the forefront.

From 2026, the Purchasing Department will be organized into two units: Procurement and Operational Support. This position is placed within Operational Support, where we gather expertise in areas such as contract monitoring, analysis, e-commerce, sustainability, direct procurement, and purchasing support.

About the Role

As a contract controller, you have a key role in further developing the work with contract compliance, purchasing analysis, and monitoring across the entire municipal group. You ensure that our contracted suppliers deliver and invoice according to agreements and follow up on how departments and companies use the entered framework agreements.

In addition, this position has a particular focus on in-depth monitoring, company control, and contributing to the municipality's work to prevent and detect welfare crime. This means that you analyze company structures, business arrangements, and documentation, identify deviations and risks, and initiate in-depth reviews when necessary.

Currently, two contract controllers work in the Purchasing Department, and now we are strengthening the team with an additional position. As a contract controller, you will collaborate closely with experienced colleagues in the role, creating good conditions for knowledge exchange and joint development of the work with monitoring and contract compliance. To succeed in your role, you will also have support from colleagues who are experts in procurement, analysis, monitoring, sustainability, law, and e-commerce.

Responsibilities

Your responsibilities include, among other things:

  • Supporting purchasers throughout the purchasing process by compiling, analyzing, and following up data, as well as producing analyses and decision-making materials based on systems such as Visma Proceedo, Raindance, Qlik Sense, e-Avrop, and others.
  • Monitoring contracts, suppliers, and purchasing patterns within the municipality's departments and companies, as well as identifying deviations, risks, and areas for improvement related to contract compliance and business arrangements.
  • Contributing to the municipality's preventive work against welfare crime through in-depth monitoring, analysis, and control of suppliers and business arrangements.
  • Establishing and managing management plans for procured contracts and participating in the implementation and follow-up of new framework agreements together with purchasers and operations.
  • Contributing to the development of working methods, routines, and methods within monitoring, control, and contract compliance.

Qualifications

We are looking for someone with a degree in economics or another academic or post-secondary education in a relevant field, such as economics or purchasing, or equivalent qualifications that the employer deems equivalent.

You have a good understanding of economics, analysis, and monitoring, as well as an interest in how companies and business arrangements work. You understand how companies can be structured, for example regarding ownership structure, boards, group relationships, and subcontractors, and how this can affect reliability, risk, and business acumen. You have the ability to analyze documentation, see connections, identify deviations, and contribute to detecting risks and unscrupulous arrangements. Experience from public operations is an advantage.

You express yourself well in speech and writing and have good digital skills.

You are analytical, meticulous, and curious, and enjoy digging a little deeper and asking follow-up questions. You work systematically and independently but value close collaboration. You are pedagogical in your communication and can explain your conclusions in a clear and constructive manner. Great emphasis will be placed on personal suitability.
