The Position

The position is within the unit "Coordination and Resource Planning" in the home municipality department of the Education Administration. There are also tasks related to supervision of preschools, decisions on school transport, and other overarching issues at the home municipality level. Currently, 17 people work there. They work in suitable premises in the city hall centrally located in Uppsala. They operate in an ABW environment where flexibility in thinking about where one works best is part of the daily work. Within the unit, we work on-site in the city hall, but there is an opportunity to work remotely some days a week. Within Uppsala Municipality, we have the opportunity to work based on trust-based framework time.

Job Description

As an economist, you will work with monthly resource allocation to all operations within the Education Administration and be responsible for keeping the compensation process together. This means seeing the whole of the systems and keeping track of who uses data from them and understanding the users' needs in connection with that. It includes having an overall view of systems and processes but also practical registration in the systems. Having an overview of how the processes work - everything from input in the systems to payment and accounting.

Together with three other colleagues working in resource allocation, you will be responsible for compensations and monitoring new pricing models to be handled within the compensation cycle. Communicating with operations within preschool and school to ensure that there is a good understanding of what one is compensated for is an important part of the job. You will follow up on compensations and payments in close collaboration with economists from the finance department in Uppsala Municipality. It includes contributing financial expertise in the preparation of materials and documents. You will independently assess primarily financial materials to further problematize issues higher up in the organization.

It includes ensuring materials in close collaboration with principals, the IT department, the finance department, and others. Acting as a spider in the web for the Education Administration to clarify political decisions and transform them into compensations for operations within preschool and school. You will independently be responsible for part of the compensations - preschool, primary school, secondary school, or intermunicipal compensations.

We work in IST and Regional Cooperation (RS).

Qualifications

We are looking for someone with a university degree in economics and several years of experience in the profession. To succeed in the job, you need to have experience summarizing complex materials and investigations and compiling financial materials for a broader group. The work requires you to have good knowledge of Swedish in both spoken and written form. You also need to have good knowledge of accounting (income statement, coding, complex object plan, monitoring, and analysis). Good knowledge of Microsoft 365 (Office package) and the ability to quickly and skillfully use programs like Excel. Using systems smartly to simplify work and clearly visualize materials for target groups is a prerequisite for the position.

We would like you to have knowledge of IST and Regional Cooperation (RS) and familiarity with how the systems work and connect with financial reporting. If you have experience working with resource allocation to preschools and schools, it is an advantage.

As a person, you are secure, stable, and self-aware. You have very good collaboration skills and a good ability to pedagogically describe difficult processes to many different employee groups. Furthermore, you plan and organize your work efficiently and easily see opportunities with new ideas.
