Job Responsibilities
The Labor Market and Adult Education Department is seeking a lawyer for the Procurement and Legal unit.
The team consists of thirteen competent and dedicated employees with various professions within purchasing, procurement, and follow-up. The unit is responsible for specialist competence related to the purchasing and procurement process. The Labor Market and Adult Education operations procure most of their needs for municipal adult education and labor market initiatives from external suppliers, with an estimated volume of approximately 450 million SEK per year.
Key legal areas in this role include procurement and contract law, education law, public access and confidentiality, general administrative and municipal law, as well as data protection. You will work with legal quality assurance of procurements and contracts, ongoing legal advice, and court processes.
Your work will include the development of the department's internal procurement legal support with processes and routines. Your responsibilities will also include handling other legal issues within the department's area of operations, such as quality assuring decisions, developing internal governing documents, conducting training, and participating in collaboration groups and development projects. Your contributions will be an important part of the department's strategic work and development, providing ongoing support to the department's managers. Your work often has a decisive impact on our operations, and we can promise that you will rarely be bored at work.

Qualifications
We are looking for someone with a law degree and documented experience in qualified legal work. You have broad legal expertise with a particular emphasis on procurement and contract law, and have worked in a politically governed organization. It is advantageous if you also have experience in conducting legal processes.
You need to be driven and have the ability to take initiative to move the work forward. With energy and commitment, you create results both independently and together with others. You are collaborative and contribute to good relationships by listening, showing respect, and always keeping the common mission in focus.
You can see your work as part of a larger context and understand how your work impacts the organization as a whole, using different perspectives and information to find the best paths forward. Additionally, you need to be analytical, quickly identifying the core of complex issues and formulating clear, well-thought-out solutions.
