The Department of Health and Medical Care Governance supports the political organization and executive management of Region Skåne with assignments and follow-up of the overall health and medical care. Our mission is to contribute to a coherent and well-functioning health and medical care system, based on the needs of the residents and effective use of resources. Together with the actors in health and medical care, we focus on creating equitable care with high accessibility and quality for the residents of Skåne. The department is an active participant in the national work that develops the health and medical care system.
The department consists of units responsible for strategic areas within pharmaceuticals, knowledge management, assignment management, cancer, quality development, as well as data analysis and registration. The department should be an active participant in the national work that develops the health and medical care system's network, working groups, collaboration initiatives, evaluations, health data, innovation, and collaboration with Life Science.
The unit for overarching processes, where this position is located, handles overarching issues such as regulations regarding patients, Future Health Systems, assignments, and follow-up within the health and medical care area, political case management to regional committees, civil defense, coordination of state agreements, and more.
JOB RESPONSIBILITIES
In this role, you will become a regional expert on regulatory issues for patients, including care for individuals from other regions and countries, as well as care for Skåne residents in other regions and countries.
You will be a regional expert in the area, which requires solid knowledge of applicable legislation in Sweden, the European Union, and more. The role includes updating and investigating within the area of responsibility when legislation or other regulations change. You will thus be responsible for producing decision-making materials regarding new regulations within Region Skåne. Based on your role, you will be responsible for reviewing facts when preparing materials for relevant regional information within the area of responsibility. The role also includes responding to overarching questions in the subject area from, among others, the media, other authorities, and political bodies, as well as assisting management and political leadership with factual and decision-making materials.
An important part of the assignment is responsibility for the annual political preparation of proposals for patient fees in Region Skåne, with final decisions made in the regional council. The assignment includes, among other things, planning and leading the preparation process, including investigation and analysis before compiling materials, oral presentations, and leading working groups. In addition to preparing the patient fee matter, regional leadership of the implementation process following political decisions is included.
You will have close collaboration and cooperation with regional partners within the area of responsibility, including Regionservice (shared service function) and other relevant partners within Region Skåne. Daily and less complex questions from patients, health and medical care staff, other authorities, and others regarding regulations for patients are continuously handled by Regionservice (shared service function), and you will support both the function and management as well as political leadership in complex matters.
Your assignment also includes various investigative work and writing reports, opinions, and other materials for decisions in committees and boards. Therefore, high demands are placed on your language skills. In the role, you are expected to actively represent Region Skåne in both regional and national networks and individual meetings, as well as be responsible for continuous environmental analysis to drive development within the area of responsibility. Other assignments that fall within the unit's areas of responsibility may also occur.
QUALIFICATIONS
We welcome you who have a university and/or college education with a focus on health and medical care, alternatively other education and/or work experience that the employer deems relevant. Excellent knowledge of the Swedish language in both spoken and written form is a requirement. You have solid experience and understanding of health and medical care systems at both operational and strategic levels. As the regional responsible for regulations for patients, it is a prerequisite that you have a general understanding of and knowledge about legislative and regulatory issues within health and medical care. If you also have experience and knowledge of patient regulations, this is meritorious. It is a requirement that you have previous experience in writing reports, decision-making materials, and more. We also see that you are used to leading groups and have an easy time creating engagement in others. It is also meritorious if you have previous experience of working in a politically governed organization.
As a person, you have good analytical ability, a holistic view, and strategic ability, which means that you see how changes in the environment affect your own operations and can adapt, develop, and improve the operations based on this. It is essential that you have a good ability to prioritize and balance several areas of responsibility effectively. To thrive and be successful in the role, you should be communicative and have good collaboration skills and an easy time creating and maintaining good relationships.
