Job responsibilities

We are looking for a department head for the newly formed department of community development. The department was created in the organizational change that took effect on May 1, 2024, and is responsible for the work on sustainable community development in Kristianstad Municipality. The role includes strategic work to build our new department and lead the work on community development. Your work will consist of contributing to goals and directions for the municipality that your department is then responsible for delivering against. Many of the goals are cross-municipal, and you will need to collaborate within the group, with the local business community, and our residents. In many cases, collaboration with other municipalities, for example within northeastern Skåne, is the way forward.

The department has three units: land and exploitation, biosphere and nature center, and sustainability. The units exist today, but you are expected to implement new working methods and structures. As the head of community development, you have personnel, economic, work environment, and operational responsibilities and lead three unit managers who together have about 40 employees distributed across their units. You will be part of the management group of the municipal management office along with other department heads. Here, you are expected to contribute from a holistic perspective and familiarize yourself with issues that concern the entire administration.

The municipal management office is the administration of the municipal executive board and works to be both supportive and governing, and the balance between the two is something we are constantly developing. We prioritize collaboration within the group, and our responsibility is to continuously deliver from a holistic perspective for Kristianstad Municipality, which requires good cooperation with other parts of the organization.

Qualifications

You who are applying have a university degree in social sciences, urban planning/physical planning, political science, or another relevant education, preferably supplemented with leadership training. You have several years of experience as a manager and knowledge of legislation relevant to the area. You also have experience working with community development issues in the private or public sector and are accustomed to communicating well both orally and in writing in Swedish. We would like you to have previously been a manager of managers, have experience in politically governed organizations, and have been a manager in public operations.

As a leader, you are structured and have the ability to set goals and achieve results from a holistic perspective, based on the needs of the assignment, both in the short and long term. Through follow-up and evaluation, there is continuous development of the operations, which creates meaning in the work. You need to be goal-oriented, driven, and focused on development, as well as have the ability to create participation and motivation for our mission through openness about our direction. You see complex connections in the assignment and, combined with a sense of your environment, ensure that you create the best solution for the residents of Kristianstad from a holistic perspective. It is important that you have an understanding of community development from a broader perspective and that you are a good strategist. To successfully develop operations and employees, you are a courageous and communicative leader who leads through clear and present leadership.
