Botkyrka Municipality is the sixth largest municipality in Stockholm County and consists of the districts Alby, Fittja, Hallunda, Norsborg, Tullinge, Tumba, Vårsta, and Grödinge. Botkyrka Municipality has approximately 95,000 inhabitants and over 6,400 employees.

The Municipal Executive Administration is responsible for governance, management, and coordination in the municipality. We contribute to making visions and political decisions a reality. We are about 275 employees with specialist knowledge in areas such as finance, procurement, HR, communication, development and administration, digitization, law, place development, and safety and security issues.

Within Botkyrka Municipality, we are conducting extensive work to fully harness all the possibilities of digitization.

Partly to continuously improve the service we provide to our citizens, and partly to continually increase the quality of our internal work.

The IT and Digitization Department is responsible for the municipality's technical infrastructure, the digital workplace, and for creating conditions for the digitalization efforts of the operations.

The department consists of two units, Development and Administration, and Digital Infrastructure and Operations, and is led by the IT and Digitization Director.

The Position and Responsibilities

As the head of the Development and Administration unit, you will lead and plan the work of the operations with around 10-15 direct reports in the areas of IT portfolio management, project and operations management, change management, IT architecture, IT and information security, and data and analysis.

You have personnel and work environment responsibility and are accountable for budget and performance outcomes. The work requires a holistic perspective that includes the entire mission of Botkyrka Municipality. You navigate in a context with many points of contact, collaborate, and contribute to development based on your knowledge and expertise. You report to the IT and Digitization Director and are part of their management team.

The Unit is Responsible for

  • Coordinating the municipality's IT portfolio, regarding both development and management.
  • Ensuring that our IT system management functions effectively.
  • Ensuring that the content of the municipality's IT service catalog is current and relevant based on our operations' needs.
  • Facilitating collaboration between the central IT and digitization organization and the municipality's various operations, e.g., needs capture, change management based on central decisions, common working methods, and joint IT initiatives.
  • Ensuring the unit's work environment, economy, and results.

In your role as unit manager, you will lead competent employees responsible for their respective areas. Through collaboration and dialogue, you will ensure that our deliveries are both tailored to the operations and sustainable in the long term. This work places a strong focus on change management and ensuring that the digital progress supports the municipality's overarching goals and strategies. The role requires the ability to see the big picture while understanding the specific needs of the operations, while also creating engagement and participation throughout the organization.

Who You Are

You have a relevant university degree or equivalent education and experience that the employer deems equivalent. Experience in IT portfolio management, IT governance, ITSM processes, information security, and data management is required. You are a motivating manager and leader with several years of experience in systematic work environment management, budget, and performance responsibility from a politically governed organization.

Furthermore, we consider it advantageous to have:

  • Deep knowledge of the laws concerning IT and information security, preferably from municipal operations.
  • Well-oriented in advanced analysis, automation, and AI.

To succeed in the role, you have practical experience in the areas included in the unit's responsibilities but are also comfortable with your employees being the experts.

Personal Qualities

You are analytical and solution-focused with a strong commitment and the ability to pedagogically support and guide your unit and collaborate with the municipality's operations. You are a relationship builder and communicator who masters Swedish excellently, both in speech and writing.

As a leader, you are driven to develop and thoughtfully challenge yourself and the operations you lead. You are good at inspiring your employees to develop based on each individual's perspective and maturity.
