In the Järva district administration, we have high ambitions to offer a pleasant, safe, and accessible urban environment in Järva. We are preparing to take over the management of parks and green areas in our own municipal administration by 2025. Therefore, we have created a new area, the urban development area, with two new units; the urban environment unit and the unit for the management of parks and green areas.

In the urban environment unit, we currently have 10 employees in roles such as park engineers, urban planners, coordinators, and supervisors. To provide an attractive and sustainable urban environment, we manage and develop parks and green areas. We plan, renovate, and establish, for example, parks, spontaneous sports areas, and park paths. In addition, we carry out various environmental and climate adaptation measures. We follow up on contracts with contractors, respond to referrals regarding land leases, building permits, and planning issues, and contribute the local perspective in the city's urban development processes. We also have 15-20 Järvavärdar (a labor market initiative) working with cleaning, maintenance of parks and green areas, and running urban gardening.

Your role

As the unit manager for urban environment, you have a central role in the development of Järva's public outdoor environments. Your main tasks consist of being responsible for operations, budget, personnel, and working environment, working based on set goals and ensuring that the operations maintain good quality, efficiency, and goal fulfillment, with a coaching leadership style drive, organize, and create conditions for development work within the unit, ensure that your employees have the right conditions and sufficient competence for their assignments, represent the operations in contact with contracted entrepreneurs, have contact with residents and businesses in the district, collaborate with other administrations in the city in various projects and initiatives.

You are part of the area's management group and report to your area manager.

Your qualifications and experience

We are looking for someone who has a university degree, for example as an urban planner, landscape architect, landscape engineer, lawyer, environmental science, sustainability, or in public administration, current leadership experience with responsibility for budget and personnel, good ability to manage administrative systems and digital tools, good ability to express yourself verbally and in writing in Swedish.

It is meritorious if you have experience working in a municipality or in another politically governed organization, experience in procuring and following up contracts, knowledge of maintenance and investments in urban environments as well as knowledge of urban development processes, interest in and knowledge of environmental and climate issues as well as social sustainability.

To thrive in the role, you need to have good collaboration skills and be attentive to others. You communicate clearly and ensure that the message gets through. You consider the best interests of the entire operation and act professionally. To manage the role, you need to be goal- and results-oriented and able to adapt your direction when conditions change. You are development-oriented, which means you promote innovation, develop others, and create engagement.
