Head of Service Development Unit

The department is located within the area of authority services, delivering services to 166 authorities. You will be part of the department's management team, which consists of the department head and five unit managers.

The focus for you as the head of the service development unit is to strengthen our development capacity within HR and payroll services, e-commerce, accounting, and customer service with the help of the unit's employees. The unit consists of approximately 10 experts who report directly to you in your role as unit manager. You have an important task to drive the implementation of new working methods within the unit together with other relevant organizational parts within the authority. This means that cross-functional development projects should be established where employees from both our delivery organization and support functions participate.

Main Responsibilities

You are responsible for the development and management of services within HR and payroll, e-commerce, and accounting for our customer authorities, where the customer service component is also an important part.

You have personnel, work environment, results, and budget responsibility for your unit and ensure that the work is conducted in line with the overarching goals and assignments of the area of authority and the agency.

Financial follow-up and continuous analysis of the services will be an important task in this position.

With your leadership, you create a work environment characterized by engagement, efficiency, and quality.

Qualifications

We are looking for someone who has:

  • Relevant academic degree or equivalent experience deemed comparable
  • At least five years of experience as a manager with personnel, work environment, and operational responsibility
  • Experience in driving development work within service delivery with IT support
  • Experience in contract and supplier follow-up with external suppliers
  • Experience in fee-financed operations and financial follow-up and analysis
  • Worked in a leading position in a product/service organization in a role equivalent to product/service owner or product manager

You should have the following abilities:

  • To lead based on trust-based governance and management
  • To communicate in a way that creates engagement for common goals
  • To make clear priorities
  • To dare to make decisions to achieve results

Additionally, it is meritorious if you have:

  • Experience in product lifecycle management
  • Experience in leading process and operational development
  • Experience from work within HR/payroll or e-commerce and accounting
  • At least three years of experience from work within public operations
  • Experience in change management

Other

The employment is 100% and permanent. We apply a six-month probationary period. Start date according to agreement. The position is located in Gävle, Stockholm, or Östersund. Travel occurs within Sweden. This employment requires an approved security clearance according to the Security Protection Act. As an employee, you may also be placed in a war position based on the needs of total defense.
