The Swedish Social Insurance Agency (Försäkringskassan) is one of Sweden's largest authorities with operations across the country. The task consists of managing and developing the social insurance system, the core of the Swedish welfare system and a fundamental part of the social contract. We make 21 million decisions each year, many of which have a crucial impact on the lives and finances of vulnerable people. We disburse an average of about 1.4 billion SEK per working day or a total of 260 billion SEK each year, which corresponds to about a quarter of the state budget. If Försäkringskassan's disbursements do not function, it affects the entire economy of Sweden. Against this background, we are and should be constantly monitored and questioned. Our ability to openly and accurately explain how we solve our tasks is crucial for people's trust, not only in Försäkringskassan as an authority but in the Swedish welfare state as such.
In recent years, trust in Försäkringskassan has increased. We believe that this is partly the result of the extensive change work that has been carried out in recent years. The efforts being made to achieve a more robust, simple, and efficient administration of social insurance will continue for many years to come. We are developing our processing with a focus on individuals' different needs and circumstances. At the same time, we are ramping up work on regulatory development and collaboration with other actors, not least to prevent crime and abuse of social insurance. In this development, internal and external communication is of central importance.
We are now looking for a manager who can contribute to and drive our development work further.
Responsibilities and Tasks
The Communications Department (KA) has about 60 employees, most of whom are located in Stockholm. The Communications Director has five direct-reporting managers, each responsible for five operational areas (VO): Digital Communication, Insurance Communication, Authority Communication and Language Care, Press, and Editorial and Visual Design.
As the head of KA, you are responsible for leading, developing, and supporting the work with the authority's internal and external communication. This includes responsibility for the website forsakringskassan.se, the intranet, social media, language care, press contacts, crisis communication, and graphic production. KA has introduced a new working method based on cross-functional work, prioritizing from a holistic perspective on Försäkringskassan's operations to better support the insured's journey through the authority's processing and processes.
As department head, you are responsible for leading, planning, following up, and developing the department's operational areas together with your management team. You report to the Director General of Försäkringskassan and are part of the authority's management team. You are responsible for ensuring that the operations are managed appropriately and efficiently. You actively work with quality and operational development. Creating networks and good collaborations internally and externally is a prerequisite for success.
As a manager at Försäkringskassan, you lead the operations from a holistic perspective and based on decisions made. Your engagement in leadership is significant, and the state value base permeates your work. Through dialogue about the purpose, goals, and strategies of the operations, you create conditions for the department's managers and employees to be able and willing to take great responsibility for the department's results and for their own development. As the highest manager for the department's employees, you have the responsibility for the work environment for the department and are responsible for applying the state's and Försäkringskassan's employer policies.
As a person, you are secure and stable in your role. You adapt and exercise outstanding leadership with a strong focus on creating conditions for your employees to use their judgment and unique competence. Therefore, we place great importance on your ability to inspire, motivate, support, and facilitate for your subordinate managers and employees. You demonstrate good judgment and have great integrity. You are a skilled communicator and have the ability to represent Försäkringskassan in external contexts and in contacts with the media.
We are looking for someone who has
- a university degree, preferably in communication or equivalent experiences/qualifications
- experience in large and complex organizations
- solid experience in leadership and strategic management group work
- experience in leading through other managers
- experience in crisis communication
- very good communication skills
- good collaboration skills where you create networks with good relationships and high trust both externally and internally
- the ability to effectively manage the operational areas and tasks towards set goals
- a secure and stable leadership and can lead an operation even during periods of high workload
- demonstrated leadership characterized by the ability to set clear and high demands, show trust in employees' motivation, engagement, and ability to take responsibility, develop, and work towards set goals
- very good judgment, personal maturity, and high integrity.
Experience in leadership in similar operations in the public sector or other politically governed operations is meritorious.
