At the National Board of Health and Welfare (Socialstyrelsen), you have the opportunity to influence legal developments within areas such as social services. Together with dedicated employees, you contribute to creating the prerequisites for knowledge-based, safe, and equal care and support.
We are now looking for a manager for Unit 2 for Social Law.
About the role
As Unit Manager, you lead the work at Unit 2 for Social Law, one of two units responsible for legal support, regulatory development, and legal steering within the field of social law. The unit is responsible for legal issues related to case processing and documentation, social services' handling of personal data, welfare technology, financial assistance, disability, elderly care, harmful use and addiction, as well as social services' crisis preparedness.
You lead a group of qualified lawyers who provide legal support to other parts of the National Board of Health and Welfare on social law issues within various government assignments and other projects. The unit also has primary responsibility for government assignments within its areas, and these projects are led by the unit's employees.
In this role, you have overall responsibility for the unit's work on drafting regulations and general advice within the social services area and for administering them. The unit also produces information bulletins and manuals, responds to consultations, and drafts opinions for courts, the Parliamentary Ombudsmen (JO), or other authorities.
The role also offers the opportunity to contribute to the development of future legal work in the state. Digitalization, AI support, and new forms of knowledge sharing are gradually changing how legal support and regulatory development are conducted. As a manager, you play a key role in developing working methods and competencies to meet these changes.
Your responsibility as a manager
You are responsible for operations, employees, budget, and results. Together with your employees and fellow managers, you drive the operations forward by formulating goals, creating direction, and making clear prioritizations.
An important part of the assignment is to follow legal developments within the unit's areas and ensure that the authority has efficient legal support. You promote good collaboration within the organization and contribute to creating value through law for the operations.
You report to the Division Manager and are part of the Legal Division's management group. Together with other managers, you contribute to a holistic perspective and to developing operations based on our mandate and goals.
The role also involves collaborating with other authorities and external actors, as well as representing the National Board of Health and Welfare in various contexts.

We are looking for you who have
- a law degree or equivalent
- managerial experience with responsibility for operations, budget, personnel, and results
- several years of experience working in a government authority or other public sector operations
- experience leading legal operations
- very good ability to express yourself in speech and writing in Swedish
It is meritorious if you have
- good knowledge of and experience working with social law
- experience leading regulatory work
- experience leading change and development work in a knowledge organization
- experience with strategic work in a management group
Good to know
The position is a permanent full-time employment starting with a six-month probationary period. The location is Västerbroplan in Stockholm, but in spring 2027, we are moving to Solna Strand. You have flexible working hours, which you arrange in consultation with your manager. Your job title will be Unit Manager, and your placement is within the Legal Division.
