The City Planning Administration has approximately 340 employees and we are located centrally on Kungsholmen, about a ten-minute walk from Stockholm Central Station. The administration's operations are characterized by the values of professionalism, holistic perspective, and inclusiveness.
The Planning Department is in an exciting phase of development. With a new head of planning and a new organizational structure, we are creating even better conditions to meet the city's opportunities and challenges and strengthen operations based on the city's vision and goals. From September 1st, the department consists of five geographical detailed planning units, a unit for strategy and development, and a planning secretariat. We are now looking for a unit manager who wants to lead the area of North Inner City and Skarpnäck and contribute to the continued work of the unit and the department.
The Planning Department plays a key role in the city's growth and renewal. We work across the entire spectrum, from overview and strategic planning to detailed planning. Currently, we are developing a new overview plan with a target year of 2060, while simultaneously leading hundreds of detailed planning assignments where we strengthen Stockholm as a home city, capital, and global city by acting professionally, inclusively, and with a holistic perspective. We are team players who lead the work of balancing growth and sustainability with good architecture and creating quality of life. We collaborate closely with other administrations, authorities, the business sector, and the city's residents to create sustainable and feasible solutions for Stockholm's continued development.

Your role
The assignment is to lead a unit focused on detailed planning to manage and shape the Stockholm of the future. With the people of Stockholm at the center, we contribute to a capital with good architecture and feasibility in new, conversion, and renovation construction.
Your unit consists of 15 employees who work on a wide variety of projects – from smaller assignments to complex urban development projects – in areas with both strong development potential and valuable cultural environments of national interest. These places are significant not only for the people of Stockholm but for the entire country.
To be successful in the role of unit manager, you need to be a secure leader with a very good ability to create engagement and involvement and to coach your employees towards the set goals of the operations.
In the role, you have operational, personnel, and budget responsibility. This means you are responsible for:
- creating value for the people of Stockholm through detailed planning based on political goals, with a focus on quality, time, and cost
- leading, distributing, and following up on the unit's work and ensuring quality and goal fulfillment
- leading and developing employees through present leadership with responsibility for working environment, competence development, salary setting, and collaboration
- developing efficient working methods and collaborating with managers within the department, administration, and other administrations.
You are part of the Planning Department's management group and contribute to the entire department's operations, development, and goal fulfillment. The management group exists to lead, inspire, and coordinate the organization to achieve set goals and visions both in the short and long term.
Your competence and experience
To succeed in the assignment, you need to have a genuine interest in leadership, a good holistic perspective, and the ability to see long-term consequences in urban planning, as well as an understanding of the market and real estate economics.
We are looking for you who have:
- a completed higher academic education such as architect, physical planner, or equivalent direction that the employer deems relevant for the position
- current and multi-year experience of working with urban planning in a metropolitan environment
- current and formal work experience of leading others as a manager
- a good understanding of the roles of different actors in the urban planning process
- very good ability to express yourself well in speech and writing in Swedish, as this is a prerequisite in daily work
It is meritorious if you have:
- work experience within both politically governed organizations and the private sector
- experience of having driven development work regarding portfolio management, digitalization, and new working methods within corresponding operations

As a manager and leader at the City Planning Administration, you understand your role well and look to the best interests of the entire operation in your actions and decisions. Your work is guided by goal- and result-oriented thinking, and you prioritize, plan, and act accordingly. When goals and conditions change, you adapt. Furthermore, you are proactive and driving in development work, have good problem-solving skills, and promote innovation and diversity. You have an easy time engaging and motivating your employees and work actively with constructive feedback. You do this through clear communication and ensure that messages reach their destination and that expectations are clear for all involved parties. The work requires very good collaboration skills, and you relate and communicate with others in a listening and flexible manner. Finally, you possess a high degree of professionalism and act with good judgment in your contacts with managers, employees, and customers.
