The Employment and Adult Education Administration works to ensure that more residents of Botkyrka have the prerequisites to achieve self-sufficiency through work, studies, or other paths to an independent life. The administration is responsible for the municipality's employment initiatives, day activities, adult education, and issues related to post-secondary education.

At the turn of the year, the upper secondary school will become part of the administration. This creates new opportunities to strengthen the link between education, the labor market, and competence supply, and to develop a cohesive support system for residents of Botkyrka through different stages of life.

Together, we are today approximately 400 employees and will be close to 800 after the turn of the year. Through close collaboration with businesses, educational providers, authorities, and other actors, we develop initiatives that make a difference for both the individual and society.

The position and duties

We are looking for a Head of Staff for the Employment and Adult Education Administration.

As Head of Staff, you are responsible for leading and developing the administration's staff function. You play a central role in ensuring that the administration's management, follow-up, quality work, and administrative processes maintain high quality and contribute to the operations achieving their goals. The role involves close collaboration with the Director of Employment, the Financial Manager, and the administration's operational managers, where you serve as a strategic support in matters concerning management, development, and operational support.

You lead a work group with specialist competence within HR, registry, committee administration, operational development, IT, system administration, information security, and communication. The staff function is a consolidated operational support for the entire administration and works closely with managers and operations to create efficient, legally secure, and sustainable working methods, as well as providing the operations with the best prerequisites to achieve their goals.

Your main responsibilities:

  • lead and develop the administration's staff function
  • coordinate management, follow-up, and goal-directed processes
  • ensure quality in decision-making materials, investigations, and committee processes
  • develop and monitor the administration's quality management system
  • support management and operations in strategic development issues
  • represent the administration in municipality-wide forums within quality and operational development.

The administration is in an important phase of development where management, follow-up, digitalization, and change leadership are central components. As Head of Staff, you will have a key role in holding this work together, creating structure in change, and contributing to the administration working in a more coordinated manner, with systematic follow-up and a clear focus on results.

You who apply to us

You have an academic degree in a field that the employer considers relevant for the position.

You have experience of managerial roles with personnel, occupational health and safety, and budget responsibility, as well as leading or coordinating work within management, follow-up, operational development, or other operational support functions.

Other requirements:

  • Experience of working in a politically governed organization.
  • Experience of working closely with management to produce decision-making materials and investigations.
  • Experience of coordinating or developing management and follow-up processes.
  • Experience of leading operations through change and development.

We consider it meritorious if you have:

  • Experience of working in digital systems for management, follow-up, finance, and decision support.
  • Experience of committee administration, registry, or diary management.
  • Experience of working within education or labor market operations.
  • Experience of leading specialist functions with different competence areas.
  • Experience of working in a management group.

As Head of Staff, you are responsible for coordinating several operational support functions and creating prerequisites for effective management, follow-up, and development of the administration. To succeed in the role, you need to be structured and able to create clarity in complex processes. You plan, prioritize, and follow up on work in a systematic way and ensure that decision-making materials, investigations, and committee processes maintain high quality. The role also requires analytical skills where you can identify connections, see the consequences of different choices, and contribute with material that supports management's decisions and the development of the operations.

The role involves many contact surfaces and close collaboration with both employees, managers, and other functions within the municipality. Therefore, you need to be collaborative and have the ability to create good prerequisites for collaboration between different operations and competence areas. As a manager, you work closely with your employees and create engagement, participation, and understanding of common goals. You are also results-oriented and drive the work forward by translating goals and decisions into concrete activities, following up on results, and ensuring that the administration's support processes contribute to the development and quality of the operations.
