We are now looking for a manager for the Unit for Agency Law 2.

About the role

As Unit Manager, you lead the work at the Unit for Agency Law 2, one of two units responsible for the National Board of Health and Welfare's operational legal matters.

You lead a group of qualified lawyers who work with legal support, regulatory development, and legal steering within several of the agency's central areas. The unit is responsible, among other things, for issues concerning data protection, digital law, contract law, tort and insurance law, and intellectual property law. This unit also provides legal support within crisis preparedness and civil defense, security protection, information security, and legal issues related to the European health data area.

In this role, you have overall responsibility for the unit's work on developing and producing regulations, general advice, handbooks, circulars, and other legal products within the unit's areas of responsibility. The unit also provides legal support to operations, leads government assignments within its areas, and participates in other development initiatives.

You are responsible for preparing responses to consultations and statements to courts, the Parliamentary Ombudsmen (JO), and other agencies.

The role also offers the opportunity to contribute to the development of future legal work in the state. Digitalization, AI support, and new forms of knowledge sharing are gradually changing how legal support and regulatory development are conducted. As a manager, you play a key role in developing working methods and competencies to meet these changes.

Your responsibilities as a manager

You are responsible for operations, employees, budget, and results. Together with your employees and fellow managers, you drive the operations forward by formulating goals, creating direction, and making clear prioritizations.

An important part of the assignment is to follow legal developments within the unit's areas and ensure that the agency has effective legal support. You promote good collaboration within the organization and contribute to law creating value for the operations.

You report to the Division Manager and are part of the Legal Division's management group. Together with other managers, you contribute to a holistic perspective and to developing operations based on our mission and goals.

The role also involves collaborating with other agencies and external actors, as well as representing the National Board of Health and Welfare in various contexts.

About you and your leadership

We are looking for you who have

  • a law degree or a Bachelor of Laws degree
  • managerial experience with responsibility for operations, budget, personnel, and results
  • several years of experience working in a government agency or other public sector operations
  • experience leading legal operations
  • very good ability to express yourself in speech and writing in Swedish.

It is meritorious if you have

  • good knowledge and experience from one or more of the following areas: data protection and digital law, register and statistics law, contract law, regulations on crisis preparedness and civil defense, as well as on public access and confidentiality
  • experience leading change and development work in a knowledge organization
  • experience leading regulatory drafting
  • experience with strategic work in a management group.

Good to know

The position is a permanent full-time employment and begins with a six-month probationary period. The location is Västerbroplan in Stockholm, but in spring 2027, we will move to Solna Strand. You have flexible working hours, which you arrange in consultation with your manager. Your job title will be Unit Manager, and your placement is in the Legal Division.

The position is classified in a security class, and a security investigation with register check will be conducted before a decision on employment is made. You must therefore be a Swedish citizen, but may have a foreign background.
