Department Manager for Urban Planning

At the Community Development Department, approximately 200 people work to make Sigtuna Municipality an attractive, vibrant, and safe place to live and work. We plan new residential and business areas. We design and build streets and utilities for water and sewage. We take care of parks and forests, as well as schoolyards, preschool yards, and playgrounds. We work with traffic issues, parking supervision, waste management, and much more. We handle regulatory enforcement, exercise supervision and control, and issue permits within our areas. We invest in our employees through good resources for competence development as well as joint activities. Sigtuna Municipality is an expanding municipality with extensive housing construction, many business establishments, and investments in the public realm.

Responsibilities

Do you want to help shape the municipality's future development? As Department Manager for Urban Planning, you will play a central role in creating the conditions for sustainable growth, attractive community development, and long-term land use.

You lead a department with approximately 25 employees, organized into two units: Strategic Planning and Planning and Development. The Strategic Planning Unit is responsible for issues related to comprehensive planning, traffic, water, nature, and the environment, and drives the municipality's long-term strategic and physical planning. The Planning and Development Unit is responsible for detailed planning, land issues, and development operations, and drives urban development projects and strategic land deals to enable the development of housing, businesses, schools, and other socially important buildings. Through close leadership of the two unit managers, you are responsible for driving the department's development and ensuring that the operations work towards common goals.

As Department Manager, you have overall responsibility for operations, economy, and budget, and you drive and develop both strategic and operational issues within physical planning, land and development issues, traffic, sustainable community development, and urban development projects. You work with issues that have great significance for the municipality's long-term development and collaborate closely with politics, authorities, business, and other administrations. As part of the administration's management group, you contribute to strategic development work and the overall steering and development of the organization, with a focus on a cohesive and efficient community development process.

Qualifications

We are looking for you who have:

  • A university/college education in urban planning, or in another area deemed equivalent by the employer for the position.
  • Several years of experience in independently applying the Planning and Building Act (PBL) in your daily work.
  • Several years of experience working in a municipal community development department or equivalent municipal community development operations.
  • Documented experience in a formal management role with personnel responsibility within public operations.

It is also meritorious if you have:

  • Experience leading other managers or larger work groups.
  • Completed leadership training or management development programs.

You are a structured and analytical leader who can drive and develop operations with a clear holistic perspective. You have the ability to prioritize, create direction, and turn complex issues into well-founded decisions. You are confident in your leadership, accustomed to taking responsibility and making decisions in complex contexts, while collaborating without hierarchy and building good relationships to achieve common goals.
