Solna Municipality is looking for an engaged and strategic department manager who wants to help develop our operations during a time of change, with a focus on quality and sustainable results.
About Us
The Care Administration in Solna Municipality is responsible for planning, directing, and monitoring the municipality's operations within healthcare and social care. This includes, among other things, elderly care, support for people with disabilities, municipal health and medical care, and authority functions. The administration ensures that residents receive high-quality services, that legislation is followed, and that operations are developed based on needs, quality, and efficiency. The Care Administration's budget amounts to 1.1 billion SEK, of which Humana Care and Social Care accounts for 350 million SEK, corresponding to approximately 32 percent (2026).
Humana Care and Social Care is the municipal provider in Solna Municipality and is responsible for elderly care, support for people with disabilities, municipal health and medical care, as well as preventive activities.
As the current department manager is retiring, we are now looking for a department manager for Humana Care and Social Care. This is a role for you who want to help shape the welfare of the future in a time characterized by change, with a focus on sustainability, collaboration, and strategic development.

What Does the Job Entail?
As a department manager, you have overall responsibility for operations, budget, and personnel for Humana Care and Social Care. You are responsible for leading, developing, and monitoring the organization to ensure that goals and results are achieved. You ensure high quality in operations through continuous monitoring, analysis, and implementation of relevant measures. You lead through your area managers and contribute with modern, trust-based, and clear leadership throughout the organization. As a leader, you create the conditions for your employees to succeed in their assignments. You have a good ability to create engagement and bring managers and employees along in change and development work.
The role also involves monitoring external developments and translating relevant initiatives into concrete benefits for the organization. You need to understand how digitalization, welfare technology, and data-driven monitoring can contribute to operational development. Furthermore, you are expected to contribute actively to the administration's management group and influence the overall direction of the operations.
Union collaboration is a natural part of your leadership, where you work for good dialogue and joint solutions.
Who Are We Looking For?
We are looking for you who are a secure and experienced leader with strategic skills and who thrives in a changing environment. You have experience in high-level leadership roles in complex organizations where many perspectives need to be balanced.
We see that you have:
- An academic degree, for example as a social worker, behavioral scientist, economist, or other equivalent education.
- Several years of experience in senior leadership positions at a strategic level within healthcare and social care and in leading through managers.
- A good ability to drive and lead change work and development processes in complex operations.
- A good ability to run efficient operations with high quality and a strong user focus.
- Good knowledge of systematic quality and monitoring work.
- Good knowledge of relevant legislation within healthcare and social care.
- Good understanding of how a politically governed organization functions.
It is meritorious if you have experience leading larger personnel-intensive operations with responsibility for economy, operational development, and change work, as well as a good ability to create an operation with high quality and efficient resource use.
As a person, you are a modern leader who creates engagement, clarity, and trust in the organization. You are strategic and analytical, with a good ability to see the big picture and make well-balanced prioritizations. You also have strong communication skills and are skilled at building relationships, while having a desire to be present and visible in the operations.
