Unit Manager for Classification and Restriction Proposals

The Swedish Chemicals Agency (Kemikalieinspektionen) is a government authority tasked with reducing the risks to humans and the environment from chemicals. The Development Division develops strategies, chemical regulations, and other instruments within the Agency's area of responsibility, both nationally, within the EU, and internationally. The division is also responsible for environmental goals work and international development work.

The Classification and Restriction Proposals Unit works on identifying, evaluating, and prioritizing substances, as well as developing proposals for how these should be regulated within EU chemical legislation to reduce chemical-related risks to humans and the environment. The work includes developing proposals for information requirements, harmonized classification and labeling, candidate listing, and restriction of hazardous substances.

The unit also works on developing test methods and guidance documents, promoting substitution, providing expert support internally and externally, participating in or driving government assignments, participating in expert/work groups within the unit's areas of operation nationally and internationally, and contributing to the prioritization and development of environmental monitoring of environmental toxins.

Job Responsibilities

As Unit Manager, you are responsible for and drive the development of the work within the unit. You actively contribute to a good work climate. Through collaboration with others, you achieve good work results and contribute to good cooperation both within and outside the authority. The position includes responsibility for personnel, operations, planning, budget, results, and follow-up for your unit.

You are expected to be an present, engaged, responsive, and proactive manager who brings out the best in your employees. You find it fun and important to develop operations, employees, and working methods. As Unit Manager, you clearly communicate the organization's goals to your employees and link these to your own operations. The approximately 15 employees in the unit are toxicologists, ecotoxicologists, chemists, and engineers. They have a high level of engagement and competence.

You will be part of the leadership group for the Development Division, which consists of the division's four unit managers and the division manager. As part of the division's leadership group, you collaborate and contribute your competence and experience to develop the division's common operations and working methods. You report to the division manager.

Qualifications

We are looking for you who have:

  • An academic degree in a relevant field, preferably in natural sciences or engineering.
  • Experience as a leader.
  • Experience of and good understanding of the health and environmental area.
  • Experience of EU work.
  • An interest in contributing to the development of EU chemical legislation in line with Sweden's and the Swedish Chemicals Agency's goals.
  • Very good ability to express yourself orally and in writing in both Swedish and English, adapted to the recipient and situation.

Meritorious:

  • Management experience with personnel, budget, and operational responsibility.
  • Experience of working within the public sector and a good understanding of the role of authorities and knowledge of the state's value base.
  • Experience of developing operations and working methods as well as digitalization.
  • Knowledge and experience of EU chemical legislation, primarily the REACH regulation and the CLP regulation, as well as the specific processes and requirements within the EU for the development of chemical legislation.

To succeed in this management role, you are secure, have good judgment, the ability to prioritize, are unpretentious, and clear in your communication. You listen and catch good ideas and have the ability to inspire, develop, and strengthen employees and the group. You have the ability to take a clear strategic perspective in handling complex issues. You create good relationships internally and externally. It is important that you have the ability to look at your own operations as well as the organization as a whole. You are flexible, solution-oriented, can delegate, and allow employees to grow in role and responsibility. We place great emphasis on personal qualities.

Employment Conditions

Type of Employment: Permanent.
Duration: Start date by agreement. The Swedish Chemicals Agency applies a six-month probationary period.
Salary: Monthly salary, individual salary setting.

Based on the needs of the business, there is an opportunity, after agreement with the manager, to work up to half of the working time remotely.
