Your Responsibilities

As Unit Manager for the Water and Wastewater Unit, you have overall responsibility for the operation, maintenance, and development of the municipality's water and wastewater infrastructure. You lead an established organization consisting of both office staff and skilled workers, ensuring a stable, efficient, and future-proofed operation. The role is both strategic and operational, where you drive development while staying close to the operations and your employees. You report to the Department Manager and are part of the department's management team, where you actively contribute to overall steering and development. You also represent the operation externally and are responsible for preparing decision-making materials and presenting them to the board.

Responsibilities and Tasks

  • Lead, develop, and follow up on the Water and Wastewater Unit's operations based on goals, quality, and efficiency
  • Personnel responsibility for approx. 31 employees (the Water and Wastewater Operation Unit has a group leader and 12 skilled workers)
  • Coach and develop employees to strengthen competence, engagement, and performance
  • Responsible for budget, results, and follow-up according to the municipality's steering model, as well as responsible for the municipality's water and wastewater tariffs
  • Prepare decision-making materials and, if necessary, present cases to the board
  • Ensure compliance with laws, requirements, and guidelines
  • Drive and prioritize development projects within the water and wastewater sector
  • Contribute actively to the management team and to the strategic development work at the department level

You drive and are responsible for development initiatives such as:

  • Introduction of remotely readable water meters
  • Planning regarding the municipality's growth and new detailed plans
  • Capacity-enhancing measures and long-term network development
  • Upgrading and modernization of the water and wastewater network
  • Implementation of a new control and regulation system for pumps

In the role, you ensure that the operation meets current laws and requirements, including:

  • Water Services Act (including new regulations)
  • Cyber Security Act and the NIS Directive
  • Work Environment Regulations (AFS, updates from 2023)

This requires understanding, structure, and the ability to translate regulations into practical operations.

Your Profile

Requirements

Education

  • University degree in a relevant field, such as civil engineering, environmental technology, road and water, or other education/experience that the employer deems equivalent.

Experience

  • Experience in managerial and leadership roles with personnel, budget, and result responsibility.
  • Experience in strategic development work.
  • Experience in investment planning or major infrastructure projects.
  • Several years of experience from water and wastewater, technical operations, infrastructure, or similar operations.
  • Good financial understanding (budget, follow-up, and result responsibility).
  • Experience working in or with politically governed organizations.
  • Good ability to write decision-making materials and present to management/boards.

Merits

  • Experience from municipal water and wastewater operations.
  • Knowledge of relevant laws and regulations.
  • Experience in change management and technical development projects.
