Are you a driven, results-oriented, and collaborative leader seeking new challenges? Do you want to lead CSN – the Swedish Board of Student Finance – and build a new department? We are currently looking for a Department Head who wants to play a central role in our transformation journey and, together with us, develop the CSN of the future. About the Job

CSN is in the midst of a comprehensive change process where operations are being developed in several areas to meet expectations and demands from the external environment and our customers. This involves, among other things, developing our direction and governance, changing and adapting our working methods, ensuring our competence supply, and creating a sustainable and attractive culture.

To strengthen our ability to succeed in our mission now and in the future, we are undergoing reorganization and establishing a new department responsible for analysis and correct payments. CSN is tasked with preventing benefit fraud, ensuring that incorrect payments are not made, and monitoring and analyzing the social and economic situation of students. We are looking for you who want to help build our new organization together with many competent and engaged colleagues.

As the Head of the Department for Correct Payments, you are responsible for leading, planning, monitoring, and developing a business of great significance to CSN and society, together with your management team. Your task as Department Head is to create the best possible conditions for employees within the department to perform their work. Your mission is to lead and develop the department's operations in a way that strengthens CSN's capabilities in risk analysis, selection and control, benefit fraud investigations, international repayments, as well as statistics and data analysis.

This includes, among other things, working for improvements in regulations, routines, and processes to make it easier to do the right thing, proactive knowledge dissemination and guidance to reduce the risk of errors, misunderstandings, and improper use of systems, as well as creating conditions for a more cohesive control, investigation, and analysis operation.

You are responsible for:

  • leading and developing the agency's work with risk, selection, and data analyses, and being responsible for the control plan,
  • planning and monitoring pre- and post-controls in close cooperation with core operations,
  • ensuring correct payments of student grants and preventing benefit fraud,
  • directing, coordinating, and monitoring CSN's work to prevent incorrect payments and crimes in cases,
  • reporting suspected crimes against individuals in cases regarding student grants, etc.,
  • investigating loan terminations and legal processes in foreign courts,
  • analyzing and evaluating the development and effects of student grants and other forms of support, and producing official statistics,
  • representing and coordinating the agency's participation in collaborations to prevent incorrect payments and welfare crimes.

You lead three units with approximately 50 employees across several locations and report to the Director General. You are part of CSN's management team and help shape the future of the entire agency.

About You

As a manager and leader at CSN, you create engagement, participation, and good conditions for employees to contribute and develop. You have high personal maturity with good self-awareness, are confident in yourself, and act steadily even in challenging situations. You have a good holistic view and consider the overall goals and best interests of the operation in decisions and actions. You are goal- and results-oriented and work systematically to achieve desired results. You are development-oriented and drive improvement work that strengthens the operation.

To succeed in the role, you communicate clearly, create understanding, and ensure that expectations are clear to relevant parties. You collaborate well with others through an attentive and flexible approach and have the ability to adapt working methods and priorities based on changed conditions.

We are looking for you who have:

  • an academic education in economics, law, or political science from a university or college of at least 180 higher education credits (120 p) or another education that the employer deems equivalent,
  • several years of current managerial experience at a strategic level within a government agency in a role that has involved budget, employee, and operational responsibility,
  • current experience of leading strategic change work within a government agency and in external collaboration with other actors,
  • experience of the legislative process in the state and the interaction between ministries and agencies,
  • very good knowledge of Swedish and English in speech and writing.

It is meritorious if you have:

  • experience of similar work from a government agency,
  • experience from work in the Government Offices (Regeringskansliet),
  • experience of leading remotely.

Our Offer

Start date is by agreement. The place of work is primarily in Solna or Sundsvall, or alternatively at another location where the department has operations.

Business travel occurs as the agency's management and employees are located in several places.

Working in the state sector means you follow the state's values. There are also specific requirements regarding judgment, security awareness, and adherence to current laws. We ask questions during interviews regarding any previous criminality and deficiencies in previous employment. For final candidates, these questions are also asked of reference persons. Information obtained is weighed into the overall assessment of your suitability for the current employment.

Management Appointment
CSN applies a time-limited management appointment. This means you will be employed permanently in a basic position as an investigator and receive an additional appointment as a manager. The time-limited management appointment usually runs for three years, after which the management appointment is evaluated continuously. The appointment is mutually terminable. The permanent employment may, if a probationary need arises, be started with a six-month probationary period.
