A well-functioning and development-oriented Legal and Security Department is an important part of our future-proofing. We are looking for you who want to help build a new department together with many competent and engaged colleagues.
As the head of the Legal and Security Department, you are responsible for leading, planning, monitoring, and developing a business of great significance to CSN, together with your management group. Your task as Department Manager is to create the best possible conditions for employees within the department to succeed in their work and develop in their roles. Through clear communication and a coaching approach, you drive and develop the department's work forward, together with your unit managers.
Your assignment is to lead the development of the department's operations in a way that strengthens CSN's ability to execute its mandate, based on the agency's needs. This means working in a development-oriented manner and in close collaboration with colleagues in other departments to create conditions for cohesive, clear, and efficient rule development, rule application, and security governance.
You are responsible for:
- guiding and supporting the agency in legal matters,
- strategic rule development, investigations, and coordination of consultations,
- drafting and issuing regulations, general advice, and positions,
- processing cases regarding damages,
- representing the agency legally both nationally and internationally,
- acting as support during procurements and being responsible for the agency's archives and registry,
- driving and developing the agency's security and information security work, including readiness coordination,
- coordinating the agency's international work.
You lead three units with approximately 40 employees across several locations and report to the Director General. You are part of CSN's management group and help shape the future of the entire agency.
About you
As a manager and leader at CSN, you create engagement and involvement. You are stable, have self-awareness, and are confident in yourself, adapting your approach to the situation. You look at the big picture, consider the broader perspective, and prioritize the best interests of the operations in your actions and decisions. You are development-oriented, have the ability to achieve set goals, and enjoy developing and improving operations. When conditions or goals change, you are flexible and able to quickly adapt your direction and working methods.
To succeed in the role, you communicate clearly and trustworthily, create involvement in the work, and ensure that expectations are clear for all relevant parties. You collaborate well with others and build good relationships through an attentive, smooth, and respectful approach.
We are looking for you who have:
- a law degree from a university or college,
- several years of recent strategic management experience within a government agency in a role involving budget, employee, and operational responsibility,
- current experience in legal work, e.g., driving legal development work and being responsible for legal governance,
- current experience leading strategic change work within a government agency and in external collaboration with other actors,
- experience of the state legislative process and the interplay between ministries and agencies,
- excellent skills in Swedish and English, both spoken and written.
It is meritorious if you have:
- current experience with security governance, civil defense, and readiness within a government agency,
- experience leading remotely,
- experience from working in the Government Offices (Regeringskansliet).
Our offer
Employment starts as agreed. The primary location is in Solna or Sundsvall, or alternatively at another location where the department has operations.
Travel for work purposes occurs as the agency's management and employees are located in several places.

Management Appointment
CSN applies a time-limited management appointment. This means you will be employed indefinitely in a base position as an investigator and receive an additional appointment as a manager. The time-limited management appointment usually runs for three years, after which the appointment is evaluated continuously. The appointment is mutually terminable. The indefinite employment may, in case of a probationary promotion need, start with a six-month probationary period. Indefinite employment, probationary employment may be applied. Salary setting at CSN is in accordance with the central wage agreements RALS/RALS-T and is individual and differentiated.
