The County Administrative Board is a regional state authority with approximately 1,000 friendly and competent employees. We have operations in several locations in Västra Götaland, as well as elsewhere in Sweden, as we are responsible for the IT operations for all County Administrative Boards.

About the job

The authority's operations have complex funding structures and are largely financed by external sources. Projects are funded by various EU programmes, Swedish authorities, and research councils (Vinnova, Swedish Environmental Protection Agency, Formas, etc.), as well as other partners. The Business Developer will primarily be responsible for developing externally funded projects in collaboration with the departments, but will also serve as a methodological support for internal projects.

You will belong to our development function, which is part of the Service and Development Unit within the Department for Operational Support. Here you will find colleagues who, like you, are driven by the desire to develop and change our operations in line with the external environment.

You will work closely with department and unit managers, department controllers, and project managers. Key responsibilities include:

• Guiding, supporting, and coaching steering groups, project managers, and operational managers.
• Identifying strategic project development areas and suitable funding methods, and spreading knowledge about the possibilities with external projects.
• Providing support and a sounding board for project applications to external funders.
• Serving as methodological support in the authority's various projects.
• Conducting training and experience sharing among project managers.

We are constantly developing our operations, so you need to be open to the possibility that your tasks may change over time.

Location: Gothenburg, Vänersborg, or Mariestad.

We offer flexible work with good opportunities for remote work part of the time. Travel is included in the position.

About you

We are looking for someone who has:

• A degree from a relevant post-secondary education of at least 120 higher education credits (equivalent to a 2-year University College/University degree).
• Extensive experience in project development, particularly with external funders such as the EU, authorities, research councils, and foundations.
• Strong analytical skills and experience in translating needs into solutions.
• Very good ability to express yourself in speech and writing in Swedish and English, as a large part of the work is carried out towards international funders.
• High IT maturity is a given, and you work comfortably in various IT systems and Windows environments.

We would like you to have:

• Experience from the public sector, preferably with knowledge of the state accounting model.
• Experience of established methods in change management or project management (e.g., Lean, Agile, or similar).

As a person, you are solution-oriented, structured, and analytical. You have a strong user and customer focus and can communicate complex issues in a pedagogical way. You are confident in your knowledge and have the ability to engage and build trust with others. You are unpretentious and can switch between a strategic holistic perspective and operational work. You are a communicative and flexible problem solver with strong collaboration skills.
