We are looking for a Strategic Economic Advisor who can combine strategic responsibility, qualified advisory support, and operational assistance within the development program for SWEN – Swedish Emergency Network, Sweden's new national communication system for vital societal actors.
Your Responsibilities and Tasks
As a Strategic Economic Advisor, you will be a central resource for ensuring long-term sustainable economic management of the development and implementation of SWEN – Swedish Emergency Network, Sweden's new national communication system for vital societal actors.
The role involves acting as qualified support to management, managers, and project operations in matters concerning economic planning, financing, investment assessments, fee models, and economic impact analyses. You will work both strategically and operationally, contributing to the integration of economic perspectives into planning, management, and decision-making.
You are responsible for coordinating and developing the strategic economic work within the program and for producing analyses and decision-support materials that support the program's long-term development. The role entails a holistic perspective on the program's economy and financing, where you translate complex economic issues into clear recommendations for management and operations.
An important part of the assignment is to analyze and develop models for financing, fees, and economic management. You will play a central role in working with government assignments, economic investigations, and analyses that affect SWEN's future financing and economic prerequisites. The assignment includes preparing background materials, conducting impact analyses, and coordinating work with internal and external stakeholders.
You work closely with the program's project controller, who is responsible for ongoing economic monitoring, while you have a more strategic responsibility for economic management, analysis, planning, and advisory support.
Your tasks include, among other things:
- Serving as a strategic advisor to management and operations on economic matters.
- Producing qualified economic analyses, impact assessments, and decision-support materials for strategic choices.
- Developing and ensuring long-term economic planning, management, and monitoring.
- Coordinating and supporting work on financing issues, investment assessments, and economic analyses.
- Participating in and driving work related to fee financing, fee models, and economic management forms.
- Contributing to government assignments, investigations, and other strategic development initiatives.
- Supporting operations in budgeting, forecasting, and planning processes.
- Collaborating with the agency's economic function, project controllers, operational controllers, project managers, and other key functions.
- Contributing to the development of methods, working practices, and management models for a complex and growing operation.
Your Knowledge and Competencies
We are looking for you who have:
- An academic degree in economics.
- Several years of experience in qualified work within economic management, economic analysis, or strategic economic advisory.
- Experience in producing decision-support materials for management or equivalent decision-makers.
- Strong ability to analyze complex economic issues and translate them into operational recommendations.
- Very good ability to express yourself in Swedish, both orally and in writing.
It is meritorious if you have:
- Experience from a government agency or other public sector operations. Experience with large investment programs, infrastructure projects, or IT-related development operations.
- Experience with fee-financed operations, financing models, or economic investigations.
- Experience with government assignments or work in a politically directed organization.
- Experience leading or coordinating cross-functional working groups.
- Knowledge of government accounting, budget processes, and economic management.

You have a good ability to see connections between economy, operations, and long-term goals, and you can communicate complex economic issues in a clear and pedagogical manner.
About the Employment
We offer you a permanent full-time position starting with a probationary period.
Your place of work will be in Stockholm, and travel during employment will occur.
The majority of our positions involve security clearance placement. Swedish citizenship is usually required. In the case of security clearance placement, a security investigation with register check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.
