The Swedish National Board of Institutional Care (SiS) is a government agency responsible for individualized involuntary care for young people with complex psychosocial issues and for adults with substance abuse problems. SiS also operates closed youth care facilities. We operate youth homes and homes for adults with substance abuse issues across the country. Job Description

SiS is in an important development phase where financial control, analysis, and resource planning need to be strengthened and further developed. As a Financial Controller, you will have a central and cross-agency role within the Finance Section. You will work with financial management, budgeting, forecasting, monitoring, and analysis, as well as developing models, processes, and decision-support tools that strengthen the agency's ability to use resources efficiently.

A key part of the role is analyzing the connections between finances, capacity, staffing, occupancy, space utilization, and the agency's mission. You are expected to transform complex information into clear analyses, scenarios, and recommendations for agency leadership and operations.

You will work closely with other key functions at headquarters, such as Business Development, HR, and the Property Department, driving the work to scale up a shared and forward-looking financial control system.

Qualifications

Requirements:

  • University degree in Economics or another education that SiS deems relevant
  • Several years of experience in qualified controller work, financial analysis, or financial management in larger organizations
  • Experience in producing analyses and decision-support materials for management and other target groups
  • Very good knowledge of Excel and experience working with large datasets
  • Very good ability to express yourself in Swedish, both orally and in writing

Merits:

  • Experience with financial management in a government agency or other public sector operations
  • Experience in developing financial models, forecasting models, reporting, or analysis processes
  • Understanding of government accounting, appropriation management, fees, regulatory letters, and economic administrative regulations
  • Experience with capacity planning, resource utilization, space utilization, or staffing-related analysis
  • Experience with BI tools, Power BI, or similar analysis and reporting tools

As a person, you are analytical, development-oriented, and confident in working with complex issues. You have the ability to create structure where methods and materials need to be developed, and you can switch between a strategic holistic perspective and practical problem-solving.

You are independent and drive your work forward, but you also have good collaboration skills and understand that financial control needs to be developed together with operations. You communicate clearly, are not afraid to ask questions, and have integrity in your assessments.

To thrive in this role, you need to be curious about or interested in SiS core operations within youth and substance abuse care. You also need to have a strong awareness of security and confidentiality, as you will handle sensitive information.

The position is a permanent full-time employment starting with a six-month probationary period. Start date by agreement.
