Do you want to make a societal impact and strengthen Sweden's collective ability to handle cyber threats? The National Cyber Security Centre, NCSC, is now looking for a strategist with EU policy expertise to help build the centre's operations at the Swedish Defence Intelligence Agency (FRA). Your Role
As a strategist with EU policy expertise, you work at NCSC within the Office for Capability Development, Partnerships, and Systematic Cyber Security. The office aims to strengthen and coordinate society's cyber security by serving as a national meeting place and contact point for cooperation, partnerships, and information exchange. The office's mandate includes strategic analysis, regulatory and governance work, support and funding, competence-building initiatives and exercises, as well as national, EU, and international cooperation. The office also plays a supporting role in cyber crisis management.
In the role of strategist, you operate at the intersection where EU cyber security regulations meet Sweden's needs and operational reality. With a focus on the NIS2 Directive and related EU initiatives, you translate complex requirements into governance, decisions, and working methods that function in practice.
You switch between strategic and operational work, analyzing what the regulations entail and making them understandable and applicable within the organization. As the contact point for NIS2 and other EU-related cyber security issues, you work closely with incoming cases within cyber security advisory services, where each question requires analysis, a holistic perspective, and strong judgment.
At the same time, you drive cooperation between public and private actors across sector and national borders. You represent both the Swedish Civil Contingencies Agency (MSB) and NCSC in dialogues, meetings, and presentations, contributing to creating a common direction in an area that is constantly evolving. Through your work, you strengthen Sweden's cyber security capabilities.
Travel is part of the position, both domestic and international.
Qualifications
We are looking for someone who has:
- An academic degree in a relevant field for the position
- At least 3 years of experience in policy development and legal-related issues
- Experience in making trade-offs, handling goal conflicts, and strategic decision-making
- Basic knowledge of cyber security
- The ability to express yourself in speech and writing in Swedish and English
We consider it meritorious if you have:
- A completed law degree
- Good experience with EU policy in the cyber area, as well as EU funding and EU coordination
- Experience working with or participating in negotiations, for example regarding new legislation
- Experience implementing new legislation
- Documented experience expressing yourself in speech and writing in Swedish and English

More Information
The workplace is currently located in Tomteboda, Solna. New premises are expected to be ready in Bergshamra within a few years. Swedish citizenship is a requirement as employment at FRA involves placement in a security classification. A requirement for employment is a passed security investigation with register check. The security investigation will be conducted in accordance with the provisions of the Security Protection Act. Employment entails an obligation to be war-placed.
