Do you want to lead a development project that strengthens staff competence in upper secondary schools and the Municipal Activity Responsibility (KAA)? We are now looking for a Project Manager for a three-year ESF-funded project in Luleå Municipality.
The project Safe Encounters – Mental Sustainability in Upper Secondary School/KAA is a development project within Luleå Municipality, funded by the European Social Fund (ESF) and Norrbotten County Council. The project starts in October 2026 and ends in June 2029.
The project aims to strengthen staff competence through competence-enhancing measures, environmental scanning, increased collaboration, and the development of new methods and tools. The staff involved are primarily school health services, study and career counselors in upper secondary schools, as well as consultants within the Municipal Activity Responsibility (KAA).
Competence-enhancing measures are planned in areas that staff themselves consider important for supporting young people, such as mental health, digital stress, and methods like ACT. Based on these measures, the project will develop working methods, new approaches, and practical tools for the relevant staff.
Key parts of the project also include further developing a digital toolbox (Klasstid) that upper secondary school mentors use independently and/or in collaboration with school health services/study and career counselors. Additionally, the project will develop a motivation-enhancing structure for how KAA staff can support young people who are neither studying nor working.

RESPONSIBILITIES
As Project Manager, you have the overall responsibility for leading and coordinating the project Safe Encounters – Mental Sustainability in Upper Secondary School/KAA. You work closely with the steering group, project group, and operations, ensuring that the project is implemented according to plan. Your responsibilities include:
- Leading and coordinating the project implementation
- Being responsible for the schedule, budget, and resources
- Monitoring goals and indicators
- Reporting to the ESF Council
- Coordinating contacts with internal and external stakeholders
- Driving the implementation of project results into operations
- Ensuring quality, documentation, and learning
QUALIFICATIONS
We are looking for you who:
- Hold an academic degree in pedagogy, study and career guidance, sociology, health sciences, social sciences, child and youth studies, or equivalent as assessed by the employer.
- Have experience in project management, preferably within the public sector
- Are structured, driven, and accustomed to managing complex assignments
- Have good ability to lead change processes
- Communicate clearly and can create engagement
Meritorious: Experience with ESF projects or similar funding models.
