Do you have extensive experience within the HR field, are you driven by development, and do you share the values of the Swedish public sector? Do you want to be part of building Sweden's new Environmental Permitting Authority, with an initial focus on workforce planning and employer branding?

Environmental permitting is undergoing reform; tasks are being transferred from the environmental permitting delegations to a new authority to create a more consolidated, efficient, and legally secure environmental permitting process. For this work, we are now seeking an experienced HR partner.

Description

We are looking for someone who wants to help build the new Environmental Permitting Authority and its HR operations from the ground up. You will have a broad and developmental role where, together with others, you will drive the work of securing the necessary workforce for the operations. Here, you will become involved in building our future organization and workplace, welcoming new colleagues, and building a culture based on the values of the Swedish public sector.

Responsibilities

As an HR partner, the initial focus will primarily be on workforce planning and developing an attractive employer brand. In this work, you will focus on staffing, both through operational transitions from other authorities and the recruitment of new employees. Other tasks involve working broadly and developmentally with issues concerning advice and support to the managers recruited to the operations, collaboration with trade union organizations, processes related to wage formation, and creating guiding documents within the HR field.

Qualifications

We are looking for you who have an academic degree in the field of personnel science, or alternatively another behavioral science education combined with experience that the employer assesses as equivalent and relevant. You have at least five years of combined experience in qualified work within a broad range of HR issues, with an emphasis on workforce planning, staffing, and being an attractive employer. Your experience includes working in teams, supporting managers within the HR field, and independently working with all parts of the recruitment process. You also have experience working with digital recruitment tools.

You have both theoretical knowledge and practical experience of labor law and terms of employment, competency-based recruitment, and wage formation work. The tasks require very good knowledge of Swedish, both spoken and written.

It is meritorious if you have experience of HR work within public sector operations, collaboration with trade union organizations, and the wage system Primula. We would also like you to have participated in work with strategic workforce planning and the creation of workforce plans.

You enjoy driving the work forward independently in a responsible and structured manner and are good at creating and maintaining good relationships. As a person, you are curious, communicative, and solution-oriented, and you thrive on collaborating and developing operations together with others.

The Employment

Initially, you will be employed in the committee tasked with forming the new authority. A probationary period of 6 months may apply. The employment will transition on July 1, 2027, into a permanent position at the Environmental Permitting Authority.

The Environmental Permitting Authority will begin its operations on July 1, 2027, and will be responsible for the tasks currently held by the environmental permitting delegations. The intention is for the authority to continue to grow and eventually take over certain tasks from the Land and Environment Courts.

The authority will be located in the Stockholm area and may potentially have operations in other locations in Sweden.
