Welcome to the small, strength-based municipality with great opportunities!

Here you have the chance to contribute with socially important services, for those we are here for, together with your colleagues. We start from well-being factors and have a strength-based approach that focuses on the strengths of individuals and the organization. This is also what we communicate and give feedback on. You are given sustainable working conditions, prerequisites to grow and contribute to collegial learning. We are guided by development potential, pride, and humanity, and we expect you to do the same.

About the Operations

Hylte Municipality is an organization where proximity, commitment, and collaboration permeate the work. The municipality consists of five departments, where the Executive Department (KLF) functions as a central support and staff function. Within KLF is the Personnel Department, which is a well-functioning and cohesive operation with nine employees working with HR, payroll, business development, as well as system administration within HR and digitalization.

Over the past few years, the department has undergone a development journey and is today characterized by structure, high competence, and close collaboration. Our work has been recognized nationally, including for our modern and accurate competency-based recruitment as well as our focus on well-being, efficiency, and leveraging employee potential through active work with well-being factors.

Now we are looking for an HR Strategist who wants to help build on a stable foundation while contributing to the next step in our development. With us, you meet a workplace where trust, participation, and development are in focus. We are looking for you who have a strength-based approach, see opportunities in both people and operations, and want to contribute to long-term sustainable results through clarity, collaboration, and responsibility.

Job Responsibilities

As an HR Strategist or Acting HR Strategist in Hylte Municipality, you work close to the operations with a supportive, coordinating, and in some parts leading assignment. You are part of a team of HR Strategists where you work closely together and support each other in the assignment, while each HR Strategist has a specific responsibility to provide qualified HR support to one or several departments. In this role, you function as a sounding board for managers and contribute to developing the operations from an HR perspective.

You work broadly with issues within labor law, working environment, leadership, and Hylte's personnel policy. The role also involves ongoing collaboration with the municipality's trade union organizations and participation in collaboration forums, including the central collaboration group.

For the Acting HR Strategist position, there is also a special focus on competence supply issues and recruitment administration where you contribute to ensuring efficient and high-quality recruitment processes and support the operations in their competence needs.

We are a flexible work group that adapts our work based on current needs and prerequisites, which means that tasks and areas of responsibility may vary and develop over time. Common to the roles is active participation in the development of our ways of working and processes where we have a clear focus on digitalization, AI, and a data-driven and strength-based approach. As part of the Executive Department, you work with a clear assignment to contribute to the development and goal achievement of the operations.

Qualifications

We are looking for you who are driven and have a great interest in HR issues, and who see the connection between technological development, people, and organization. You have a development focus, want to contribute to improving ways of working, and thrive in a role where you get to work both strategically and operationally. As a person, you are responsible, work independently, and drive your issues forward, while being a team player who contributes to the whole. You have a coaching approach, high work capacity, and thrive in a dynamic and changing environment.

To succeed in the role, we see that you have:

  • Relevant university education in HR or other education/experience that the employer deems equivalent
  • Experience of qualified HR work
  • Knowledge of labor law, working environment, and the Swedish party model
  • Ability to work independently, structured, and with a high sense of responsibility
  • Good collaboration skills and a non-hierarchical approach

It is meritorious if you have:

  • Experience of work within the public sector
  • Experience of health-promoting working environment work from a holistic perspective
  • Experience of working with HR analytics or development of digital HR processes
  • Experience of system administration, system development, or coding

Other Information

Selection and interviews may take place continuously during the application period, so please apply as soon as you can.

We apply a competency-based recruitment process which among other things means that the application procedure may not be what you are used to. You will therefore answer six selection questions that replace the cover letter, which you then attach as your cover letter together with your CV in your application. The selection questions become your opportunity to describe your competencies, which we will assess your application based on. Please specify which of the positions you are interested in.

Selection Questions:

  • What education do you have and how has it prepared you for the role of HR Strategist?
  • Describe your experience of qualified HR work. Which areas have you worked in (e.g., labor law, working environment, leadership support)?
  • Do you have experience supporting managers in HR issues? Give examples of how you have worked in such a role.
  • Describe your experience of union collaboration and/or work according to the Swedish party model.
  • Have you worked with labor law issues? If yes, give examples of what types of cases you have handled.
  • In what way have you worked with digitalization, AI, or data-driven ways of working within HR?

Of course, you have the opportunity to take mutual references from us and the hiring manager. Contact the Customer Service Center at 0345-18000 or any of the contact persons, and they will help you.
