Controller – Economics Department, Sector Governance and Support

Do you want to work in a key role where you contribute to developing and strengthening financial management in a complex organization? We are now looking for a controller who wants to help create the conditions for well-founded decisions and long-term sustainable results.

The Economics Unit belongs to the Economics Department, which is part of the Sector Governance and Support. The unit consists of six employees and one unit manager.

Job Description

As a controller in Gävle Municipality and within the Sector Governance and Support, you have a central role in the planning and follow-up process. You work with budgets, forecasts, ongoing monitoring, and analysis throughout the year, as well as monthly reports, interim accounts, and annual financial statements. You are responsible for a defined area of your own. The position also involves working with operational planning and follow-up for the sector.

You actively contribute to developing financial processes, improving forecast accuracy, and strengthening the organization's analytical capabilities – both from an economic and operational perspective. You may also participate in investigations, projects, and municipality-wide issues, playing a key role in change and development work. The role requires that you can present financial information in a clear and pedagogical manner to various target groups.

The position involves close collaboration with the managers of the operations, where you function both as support and guidance within finance, as well as a link between the sector's competencies and financial management.

You work both independently with significant personal responsibility and in close collaboration with colleagues and operational managers. The role implies a proactive working method where you drive the analysis work forward and contribute to efficient and quality-assured processes.

In the role of controller, you work among other things with:

• Monthly reports, interim accounts, and annual financial statements
• Ongoing financial monitoring and analysis
• Budgeting and forecasting
• Operational planning and follow-up
• Development work and creating improvement initiatives
• Operation-related calculations and investigations
• Internal control and development of financial routines

Qualifications

We are looking for you who have:

• A university or college degree in economics
• Some years of experience working as a controller
• Good accounting knowledge

The following are meritorious for the position:

• Experience from politically governed organizations, preferably municipal operations
• Previous experience performing analysis via BI tools (Microsoft Power BI)
• Good knowledge of the financial system Unit4 and very good knowledge of the Office package, especially Excel

To succeed in the assignment, you are analytical, structured, and solution-oriented with a good ability to see the big picture and connections. You have a strong interest in the operations and are driven by developing working methods that lead to improved results.

As a person, you are communicative and pedagogical and can adapt your message to the recipient – from operational staff to managers and elected officials. Furthermore, you find it easy to collaborate and build good relationships, and you thrive in a role that combines independent work with collaboration.
