Hälsingland Education Consortium is a municipal consortium formed by the municipalities of Bollnäs and Söderhamn, with the mandate to meet students' demand for education with breadth and quality.

The consortium's work is characterized by being a motor for growth, a broker of education, and a meeting place for development. We run upper secondary and adult education for the municipalities' inhabitants, as well as providing opportunities for university college studies and distance learning at universities. We also offer commissioned training for companies and organizations, as well as opportunities for research and development.

Description

The current project is titled "The Transformed Food System: Five Levers for Regional Food Security and Resilience." The project aims to transform food supply into a resilient system that simultaneously serves as the region's food security. By developing an emergency meal based on local food and integrating it into municipal operations, a solution is created that works in both everyday life and crisis situations. The work is carried out as a system demonstrator in Hälsingland, where the entire supply chain is tested in a real-world environment using system-changing levers.

Responsibilities

As a project staff member with us, you will participate in the implementation of a project regarding emergency food supplies, linked to total defense, civil preparedness, supply security, and crisis management.

The work involves analyzing needs, target groups, supply chains, storage principles, distribution models, and communication to households, businesses, municipalities, and public actors. You will collaborate with municipalities, regions, government agencies, business life, civil society, and academia. You will lead seminars, workshops, or exercises related to crisis preparedness, total defense, or supply issues.

Qualifications

We are looking for you who have experience of strategic work within total defense, supply security, or civil preparedness. You have the ability to translate security-political and preparedness requirements into practically executable projects and exercise activities.

You have experience building networks between public and private actors. You can produce decision support materials, concept descriptions, project plans, communication materials, and presentation materials in Swedish and English.

You have a good ability to analyze supply risks, dependencies, and vulnerabilities in the food chain, including issues related to warehousing, robustness, distribution, information influence, and local/regional preparedness.

It is meritorious to have experience of international cooperation, NATO-related preparedness issues, security-political analysis, and projects where the public sector, business life, and civil society collaborate.
