The Department for Overall Planning is part of Gävle Municipality and works with strategic development and planning to ensure Gävle remains an attractive place for both residents and businesses. We focus on sustainability, long-term perspectives, and close collaboration within the municipality. The department consists of two units: Strategic Urban Planning and the Environmental Strategy Unit.

This position is located within the Environmental Strategy Unit, led by a Unit Manager who will also be your direct supervisor. Currently, 9 colleagues with various specializations work within the unit.

The workplace for this position is located in newly renovated premises in the City Hall, just a short walk from Gävle Central Station and bus connections. The position offers the possibility of remote work for part of the working hours, in agreement with your manager.

Job Description

We are now looking for an engaged and driven Project Manager who wants to take a key role in Gävle’s climate transition. In this role, you will have the opportunity to make a real difference by mobilizing the power of citizens, associations, and civil society.

Together with the business community, the public sector, and academia, we are developing the Gävle Climate Agreement, one of Sweden’s most ambitious local climate collaborations with the goal of achieving a climate-neutral and competitive Gävle by 2030.

About the Role

Gävle Municipality is driving an ambitious climate effort based on set goals. To reach the finish line, we need to strengthen the engagement of citizens and civil society.

As a Project Manager, you will lead the launch of a new and strategically important focus area within the Gävle Climate Agreement, focusing on citizen transition. This is a developmental role where you combine strategy, innovation, and practical implementation.

You will build relationships, initiate collaborations, and drive processes together with the non-profit sector and other actors, thereby contributing to creating entirely new pathways to achieve climate goals.

As part of the Gävle Climate Agreement secretariat, your main task will be to lead and develop a new focus area centered on civil society and citizen climate transition. You will also contribute to the overall work of the Gävle Climate Agreement. Duties include, for example:

  • Participating in the planning and implementation of working group activities and meetings
  • Planning, developing, and implementing collaboration and dialogue processes
  • Monitoring the external environment regarding dialogue and collaboration processes in the climate field
  • Developing project ideas
  • Reporting and follow-up
  • Participating in project meetings as well as certain activities and events

This position is a project employment for 14 months from the start date.

Qualifications

We are looking for you who want to contribute to the climate transition by creating engagement, building relationships, and driving development together with others. You thrive in a role where collaboration is at the center and where you get to combine structure and planning with innovative thinking and initiative.

For the position, you must have:

  • A university or college education in environmental science or urban planning, or alternatively other education combined with experience that the employer deems equivalent
  • Experience working in projects
  • Very good knowledge of Swedish, both spoken and written
  • Good knowledge of English, both spoken and written

The following qualifications are meritorious for the position:

  • Experience of work and reporting within EU projects
  • Experience of collaboration projects with several different actors
  • Documented experience or knowledge within environmental or climate work
  • Experience in external communication

  • Structured and have the ability to plan, organize, and follow up on several activities, collaboration processes, and communication efforts in parallel
  • Confident and proactive. You handle unclear situations, see opportunities in change, and adapt to different conditions
  • Communicative and can adapt messages and content to different target groups, contexts, and communication channels

Employment Terms

  • Employment Type: Fixed-term employment.
  • Duration: 6 months or longer, start date: 2026-08-31. Start date by agreement, end date: 2027-10-27.
  • Working Hours: Daytime.
