We are looking for an experienced HR consultant for a strategic development assignment within the public sector. You will play a central role in developing a more flexible job structure that strengthens internal mobility, competence development, and the organization's ability to use its resources efficiently.

About the role

At Perido, we are currently seeking an HR consultant for our client, a state-owned organization that provides administrative services to other public entities. The assignment aims to map and analyze the job structure to create a more flexible, sustainable, and business-adapted staffing model. You will be based at the office in Gävle, with the possibility of remote work by agreement.

Your responsibilities

As an HR consultant, you will conduct an analysis of the job structure and develop a method for future development. The goal is to strengthen the organization's flexibility and create better conditions for utilizing competence and resources where they add the most value.

The assignment includes, among other things:

• Conducting a current state analysis of the job structure
• Developing a target vision with proposals for broader roles, level structures (e.g., junior–senior–expert), and career paths
• Formulating principles for workload distribution and flexibility within roles
• Ensuring the model is compliant with state regulations and the principles of objectivity and equal treatment
• Developing an implementation plan, including risk analysis and critical success factors

Your profile

To succeed in this role, you have strong analytical skills and experience in translating strategic HR issues into practical, business-oriented solutions. You are accustomed to navigating complex organizations and have the ability to build trust with managers, employees, and union representatives. With your knowledge of labor law, salary formation, and state operations, you can drive change in a structured and legally secure manner. You work independently, are responsive to business needs, and have the ability to anchor and implement new ways of working.

• Experience working with state-owned public operations and specific state legislation in the field of labor law
• Experience with labor law and union collaboration
• Experience with salary formation in complex organizations
• Ability to work close to the business operations

Scope and start date

Full-time, consulting assignment for 4 months with the possibility of extension. Start date: 2026-09-01.
