Description

Employment and Integration (AME) coordinates the municipality's labor market political and employment-promoting measures for individuals receiving financial assistance, such as the long-term unemployed, people with disabilities, and foreign-born residents. AME is also responsible for the Municipal Activity Requirement (KAA), the municipality's summer jobs for young people, and the municipal refugee reception. We also run various projects involving, among others, Region Gävleborg, the Swedish Social Insurance Agency, and the Swedish Public Employment Service.

From July 1, 2026, AME will also be responsible for implementing the municipal measures under the new reform, the Activity Requirement. The Activity Requirement means that individuals receiving social assistance will be offered activities by the municipality to maintain their benefit and move closer to work and studies. These measures can include group activities, individual coaching, language promotion, competence-building activities, work training, internships, and supported employment.

Our work is carried out in collaboration with social services, the Swedish Public Employment Service, the Swedish Migration Agency, the Swedish Social Insurance Agency, the County Administrative Board, Hälsingland's Educational Board, primary schools, and other partners in both the public and private sectors.

Organizationally, AME belongs to the Social Administration and, from September 1, will be organized into three units, each consisting of several employees who support individuals in their efforts to enter the labor market or start studying. The organization within AME is undergoing changes to better adapt to the new mandate under the activity requirement reform.

We are now looking for an additional Employment Consultant for one of our units.

Job Responsibilities

In your role as an Employment Consultant, you will meet with individuals who, for various reasons, struggle to find employment and enter the labor market. Your task is to facilitate steps toward the labor market and/or studies, and to support the individual in targeted measures.

Together with your colleagues, you will support and challenge participants in both individual and group work. The work involves planning, developing, executing, following up, and evaluating activities based on, among other things, the Activity Requirement and KAA. The measures should be based on the individual's needs and on indicators central to progressing toward studies and work. Current work includes internships, job search activities, study visits, health-promoting measures, and coaching conversations. You will also supervise participants in practical work tasks. The position also involves initiating and maintaining collaboration with other agencies such as healthcare, social services, educational providers, and other state actors.

You will be involved in AME's work with materials and approaches based on the BIP study (Employment Indicator Project), where progression measurement tools are used in dialogue with participants, and where activities and measures are anchored in selected indicators that have been shown to increase the probability of obtaining a job.

Qualifications

We are looking for you who have a university-level education in behavioral sciences or other education, as well as work experience that the employer considers equivalent. You should have experience working with the long-term unemployed, young people, and individuals with foreign backgrounds and limited Swedish language skills. You should have knowledge and experience in the area of neurodevelopmental disorders (NPF), study motivation, crime prevention, and documented experience in working with behavioral change. Education and experience working with BIP (Employment Indicator Project) is meritorious.

You need to have good interpersonal skills and a sensitivity for working with people facing various difficulties. You are a problem solver who sees opportunities before obstacles, motivated by achieving development and getting things done. You are flexible, good at collaborating, and building relationships with people. You are resilient and patient, focusing on achieving sustainable, long-term results together with the individual. You have the ability to view the individual from a holistic perspective and are accustomed to working with groups and using motivational interviewing as a tool in your work with people.

You must also be structured in your work, self-sufficient, possess digital skills, and have good ability to express yourself in Swedish, both orally and in writing.

The position is a fixed-term appointment from October 1, 2026, to July 31, 2027.
