The Office of Economy and Control has a coordinating role and supports the entire municipality within the areas of economy, planning, and follow-up. The area of responsibility includes, among other things, budget, accounting, financing, investments, and economic administration, as well as procurement, tendering, secretariat and case management, and local strategic issues. The office also coordinates business planning, follow-up, statistics, quality, and analysis, and drives the municipality's work for a long-term sustainable societal development.

The role of Investment Strategist is located within the Unit for Economic Planning and Follow-up. The unit consists of twelve employees with roles such as project controller, board controller, property controller, municipal controller, and economic strategist. You report to the Budget Manager.

Job Responsibilities

As an Investment Strategist, you have municipality-wide coordination and development responsibility for the investment process and long-term investment planning. You coordinate investment needs in the goal and budget process and lead investment networks within the municipality. You drive development work in the municipal group's investment processes, document and develop investment and development processes, and provide economic support in the preparation of political assignments regarding property issues and local supply plans. You collaborate closely with the accounting unit.

Your areas of contact are broad, and the role requires good collaboration skills as well as the ability to adapt communication to different target groups, both internally within the staff organization and in contact with elected politicians.

Your duties also include:

• Support in the follow-up of ongoing investment and development projects
• Support and sounding board in early stages before important decisions, considering project structure and economic control
• Conduct economic risk assessments and support in preparing project calculations
• Ensure that decisions in projects follow the delegation order and the municipality's project model
• Responsible for monthly reconciliation of a smaller number of strategically important projects
• Responsible for consolidated reporting of all of the municipality's investment portfolios
• Active participation in steering groups and presenting at political meetings
• Support in preparing materials for tender requests
• Support managers and project leaders in preparing project cases for steering groups
• Involved in development work within investment and development accounting
• Specialist assignments beyond the above may be added.

Qualifications

We are looking for you who have:

• A university degree in economics or other education/professional experience considered equivalent
• Several years of professional experience from municipal operations in the economic field
• Expertise in investment accounting and economic control
• Ability to compile, analyze, and present data
• Ability to lead colleagues and projects
• Experience in qualified work with investment and development issues
• Documented experience in change and improvement work is meritorious
• Experience in process development and digital tools is meritorious

As a person, you are structured and have the ability to plan, prioritize, and drive work forward in a systematic way. You are analytical and enjoy processing, analyzing, and turning complex information into well-founded materials and recommendations.

You are confident in your professional role and have the ability to drive issues forward independently. At the same time, you find it easy to collaborate with others and build good relationships, both within and outside the organization. You appreciate dialogue and cooperation and have the ability to create trust in the contexts where you operate.
