We are now looking for a Technical Project Manager for a long-term assignment starting in August.

About the assignment
The assignment is a consultancy role via Bemannia, starting in August and running until July 1, 2027. The position is full-time and you will be based at the unit in Sundsvall.

The role primarily involves leading Region Västernorrland's procurement and implementation of a new contract for Operations and Networks, with a planned contract start in 2028. The assignment includes planning, driving, and monitoring activities in the preliminary study, procurement, contract drafting, and transition phase in accordance with the PPS project model. The project aims to ensure that Region Västernorrland receives cost-effective, scalable, and long-term sustainable IT infrastructure services that support operational needs, our digitalization strategy, and the overarching target architecture.

Your responsibilities

• Coordinate internal and external resources.
• Develop and quality-assure RFI and procurement documentation in dialogue with the Procurement and Tendering unit.
• Support Procurement and Tendering with the procurement and contract signing process.
• Plan and monitor the transition from the current contract to the new contract.
• Establish collaboration frameworks with future suppliers.
• The assignment may also include activities in other projects within the region's IT operations.

Your qualifications

• Several years of documented and relevant experience leading the procurement of IT infrastructure services, including operations, networks, and data center solutions.
• Several years of documented and relevant experience in public procurement (LOU) of IT services.
• Several years of documented and relevant experience with modern IT infrastructure, including cloud services and network operations.
• Several years of documented and relevant experience leading projects according to an established project model (e.g., PPS, as used within RVN).
• Strong communication and collaboration skills in organizations with many stakeholders.
• Very good ability to communicate in Swedish, both orally and in writing.
• Free from conflicts of interest and recusal situations regarding the procurements covered by the assignment.

Meritorious qualifications

• Several years of documented and relevant experience in the procurement and implementation of outsourcing or operation contracts in Swedish regions/municipalities.
• Documented and relevant experience in transition work between major IT suppliers.
• Documented and relevant experience in requirements specification and contract work within application operations and networks.
