Job Description

We are looking for a Business Developer with strong IT understanding who wants to contribute to development, change, and modernization initiatives at the intersection of business and IT. The role involves working closely with the business to identify needs, analyze processes, and translate business requirements into clear documentation that supports development and improvement.

You will be responsible for conducting needs analyses, workshops, and interviews, documenting and prioritizing requirements, and producing analyses, reports, and decision-making materials. The assignment also includes work on process development, business rules, information flows, and target state modeling to ensure that business needs are translated into solutions that create concrete business value.

The role involves close collaboration with business representatives, product owners, development teams, administration, and other stakeholders. You will act as a bridge between business and IT by supporting requirement management, requirement clarification, and quality assurance, as well as contributing to the prioritization of needs and development efforts.

An important part of the assignment is to contribute to the modernization and further development of existing system support, as well as to ensure knowledge transfer through documentation, analyses, working methods, and handovers. The assignment requires strong analytical skills, experience in business development and requirements work, and the ability to create structure and momentum in complex business environments.

Mandatory Requirements

• At least 3 years of experience, within the last 5 years, supporting the modernization of IT systems from legacy mainframe environments to modern platforms within a government agency.
• At least 3 years of experience, within the last 5 years, planning the development of IT support for large and complex economic flows, such as tax collection, payment flows, invoicing, accounting, or similar within a government agency.
• At least 3 years of experience, within the last 5 years, describing and documenting business processes, information flows, concepts, business rules, or requirements as input for IT-adjacent development work. The experience must include work using the modeling or requirements management tool Enterprise Architect.
• At least 5 years of experience, within the last 10 years, in business development, business analysis, requirements work, development leadership, or similar IT-adjacent business development.
• At least 5 years of experience, within the last 10 years, working at the intersection of business and IT, for example in assignments where business needs have been translated into requirements, solution documentation, or development activities together with IT-adjacent roles.
• At least 5 years of experience, within the last 10 years, of agile working methods in development, administration, or business development assignments.
• Good ability to express yourself in Swedish, both orally and in writing.

Desirable Qualifications

• At least 3 years of experience, within the last 5 years, of documenting business requirements and IT-adjacent requirements in a way that can be used by development teams, for example through user stories, use cases, process descriptions, acceptance criteria, requirement specifications, or similar.
• At least 3 years of experience, within the last 5 years, of analyzing business needs and identifying problems, areas for improvement, and development opportunities in IT-adjacent development or change work.
• At least 3 years of experience, within the last 5 years calculated from the last bid deadline, of collaborating with business, product owners, development teams, administration, architects, and other stakeholders in complex IT-adjacent assignments.
• At least 1 year of experience, within the last 3 years, of requirement management and requirement analysis in IT-adjacent development, change, administration, or modernization initiatives.
