The Functional Disability Care area of Haninge Municipality is a development-oriented department focused on creating the best social services for the citizens of Haninge. The unit's overarching goal is to create conditions for increased independence for the target group. The operations are conducted based on legislative requirements, political goals, and the municipality's guidelines. We in Prevention and Authority work with authority execution according to the Support and Service for Persons with Certain Functional Impairments Act (LSS) and the Social Services Act (SoL). The unit handles cases concerning both children and adults.
The focus of the unit's work within authority execution is secure case processing, uniform assessments, and follow-up of decisions and granted interventions. The unit's assignment and goal are to process applications from individuals, investigate the need for interventions and make decisions, order interventions, and follow up on the decisions and how the granted interventions function.
About the Unit
The unit consists of two lines led by two unit managers together with a team leader who supports the case handlers in their daily work. The unit also has support functions such as administrative assistants, economic case handlers, and placement coordinators. We work in a unified, professional, and service-oriented manner with a strong focus on cooperation and legal security.
We are now strengthening the team with a Fee Case Handler who will play an important role in ensuring a cohesive, quality-assured, and efficient fee management within the administration.
About the Assignment
As a Fee Case Handler, you have a central role in the administration with responsibility for operational fee management within the Social Services Administration. The role is both operational and developmental, involving close collaboration with operations, finance, managers, and other functions within the administration. The position is newly established and offers good opportunities to influence working methods, routines, and quality within the fee area.
The position is located within the Social Services Administration, in the Functional Disability Care area, Prevention and Authority First Line, which is one of the areas within the administration. The Social Services Administration is responsible for individual and family care as well as interventions for people with disabilities. You contribute to ensuring that fees are handled correctly and uniformly based on legislation, guidelines, and tariffs. The role also involves acting as an expert in fee matters and helping to develop routines, processes, and quality in work.
Responsibilities
The role includes among other things:
- Processing and deciding on fees according to current legislation
- Calculating fees based on income, housing costs, and decided interventions
- Registering, following up, and adjusting fees in case of changes
- Preparing basis for invoicing in cooperation with finance
- Acting as expert support to managers and colleagues in fee matters
- Interpreting and applying legislation, tariffs, and guidelines
- Developing and quality-assuring routines, working methods, and internal control
- Informing and training operations regarding fees
- Collaborating with different functions such as finance, case handlers, and IT
- Monitoring changes in legislation and practice
- Actively contributing to development projects and working on improvement and further development of system support and digital working methods.
In addition, other administrative tasks may be included that you are deemed suitable for based on your competence and personal qualities.
We are looking for someone who has:
- Post-secondary education in economics, social work, or another relevant direction, or alternatively other education combined with relevant work experience that the employer considers equivalent
- Experience in qualified administrative case handling, preferably within public operations and authority execution
- Good ability to interpret and apply relevant legislation
- Good understanding of economic calculations and fee models
- Good digital competence and experience working in operational systems
Merits include:
- Experience in fee handling within social services or municipal healthcare
- Experience with operational systems such as Treserva, LifeCare, and/or Procapita
