We are now looking for a Utility Coordination Specialist at the Infrastructure Unit who wants to help develop the municipality's urban planning projects and contribute to a sustainable and well-functioning city.
Do you want to work on complex urban planning projects in one of Sweden's most dynamic municipalities and have a key role in coordinating between the municipality and various utility owners?
The Infrastructure Unit is responsible for the design, procurement, and expansion of the municipality's public facilities such as roads, streets, parks, squares, and utility systems. We build facilities that are to be owned and managed by the municipality and its water and wastewater authority, and we participate in external projects within the urban planning process.
Here, you will have the opportunity to drive projects through the entire project process, from early stages to handover for operation.
Your assignment
The Infrastructure Unit is one of four units in the Urban Development Process. The unit consists of three geographical group manager areas, construction project managers, construction supervisors, design managers, commercial project managers, and several support resources, a unit manager, and an assistant unit manager. You will belong to the Infrastructure Support Functions group.
As a Utility Coordination Specialist, you are a central function in the municipality's urban planning projects. You work closely with construction project managers and design managers and are responsible for identifying, investigating, coordinating, and following up on utility work within the municipality's project portfolio.
You represent the municipality in contact with various utility owners and ensure that coordination, agreements, and implementation take place in a structured, cost-effective, and high-quality manner.
The role
In this role, you are responsible for the strategic and operational coordination of utility issues in the municipality's Urban Planning Projects. You act as a key person at the interface between the municipality's operations, external utility owners, and project organizations, with a focus on technology, agreements, feasibility, and economics.
The role covers the entire project process – from idea stage, planning, design, to production, follow-up, and handover for operation.
Examples of responsibilities and tasks:
Development of working methods and steering
- Develop, establish, and follow up on common working methods for utility coordination within the municipality and together with the water and wastewater authority.
- Ensure uniform principles for cost distribution, agreement application, and technical solutions according to industry standards.
- Prepare decision support materials, alternatives, and recommendations for project managers, managers, directors, and political decision-makers.
- Follow up and analyze working methods, agreements, and economic outcomes within the unit and in implemented projects.
- Compile overall requirement profiles and dimensioning principles related to the municipality's planned and upcoming projects.
- Contribute to experience feedback and continuous improvement in utility and implementation issues.
Operational work in projects
- Lead coordination meetings with utility owners, construction project managers, and design managers.
- Inventory and map existing utilities, utility rights, agreements, and other legal relationships.
- Create lists of utility owners and document the location and status of utilities.
- Map planned utilities and identify needs for coordination, relocation, reconstruction, or protective measures.
- Investigate technical and legal prerequisites for relocation, protection, and new laying of utilities.
- Review technical documents with special focus on utility work and feasibility.
- Lead agreement dialogues in close collaboration with legal counsel and the responsible project manager.
- Participate in the preparation of implementation agreements and agreement annexes according to AMA Infrastructure and MER Infrastructure.
- Ensure correct cost distribution between the municipality and utility owners according to agreements and principle agreements.
- Follow up on scope, economy, and schedule in dialogue with utility owners.
- Coordinate utility owners' production schedules with the municipality's overall project planning.

Your experience
Requirements
- Relevant university education in civil engineering, technology, or other education combined with experience that the employer considers equivalent.
- Good experience of working with utility coordination in infrastructure projects.
- Good knowledge of agreements, implementation issues, and cost distribution related to utility work.
- Ability to independently drive issues from investigation to decision.
- Good knowledge of the Swedish language, both spoken and written.
Merits
- Experience from municipal operations or other politically governed organizations.
- Knowledge of AMA Infrastructure, MER Infrastructure, and land/implementation agreements.
- Worked with utility coordination in larger urban planning or infrastructure projects.
