Here you will take on a qualified investigation at the intersection of cultural policy, freedom of speech, law, and public governance. The assignment involves providing a municipality with a clear and sustainable decision-making basis for its continued work as a literary sanctuary, both internally and in collaboration with an international sanctuary network.

The questions are complex and span multiple perspectives. You need to illuminate how responsibility, mandate, contracts, decision-making paths, and expectations should be structured in an area that has attracted significant attention, where both principled and practical considerations are important. The goal is to create clarity regarding what the work as a sanctuary entails and what adjustments could strengthen the organization, processes, and future decisions.

You work independently with methodology and structure, while the role requires close dialogue with relevant stakeholders. This is an exciting opportunity for you who wish to contribute with analysis and recommendations in a socially important assignment where your work has direct significance for future choices.

• You conduct a comprehensive investigation of the municipality's continued work as a literary sanctuary.
• You analyze what it means to be a sanctuary and clarify how the relationship with a sanctuary guest differs from other types of municipal relationships.
• You review and recommend improvements regarding contractual relations, grants, livelihood, rental agreements, and possibilities for handling disputes.
• You illuminate decision processes, mandates, roles, and organizational responsibility, including issues related to collaboration with other functions, migration issues, and security matters.
• You clarify what requirements or expectations can or should exist for a sanctuary guest and how political anchoring can be handled.
• You analyze membership agreements, division of responsibility, selection processes, and delimitations in collaboration with the international sanctuary network.
• You conduct interviews, conversations, document studies, and environmental scanning, synthesizing the material into clear assessments and improvement proposals.
• You produce a final report in Swedish with concrete recommendations and documentation that meets accessibility requirements according to the DOS Act (Act on Accessibility to Digital Public Services).

• At least 4 years of experience in the field.
• Documented experience of similar evaluations, including at least 2 reference assignments where a municipality or region was the client.
• Experience in work and analysis related to issues concerning cultural policy, freedom of speech, and arm's length principle.
• Experience with assignments requiring high political integrity and independence.
• Very good ability to independently plan, execute, and structure a qualified investigation.
• Very good ability to express yourself in Swedish, both orally and in writing, as well as to author qualified reports in Swedish.
• Ability to deliver documentation that meets the accessibility requirements of the DOS Act.
