RESPONSIBILITIES
We are looking for a staffing planner with extended responsibilities as a project manager for the implementation of a new scheduling and staffing system.
The role involves a combined operational and development-oriented assignment where you ensure efficient daily staffing while driving the development of long-term sustainable working methods. You will play a central role in the administration's change journey and be responsible for, in close collaboration with colleagues and operations, developing and establishing future working methods within staffing and scheduling.
The assignment will gradually evolve from a more traditional, operational staffing planner role to a more strategic function with increased focus on analysis, development, and long-term management of staffing and scheduling processes.
The position is located within the Support and Development unit of the Social Administration. We work across the administration in three main areas: digitalization and welfare technology, economy and procurement, as well as staffing and competence supply. Here, you will work in an environment characterized by collaboration, development, and a shared focus on the long-term needs of the operations.
Your main responsibilities
The role combines operational staffing work with development and project management.
The extended responsibility as project manager runs from autumn until next spring. You lead and coordinate the implementation of a new scheduling and staffing system. You ensure structured implementation in the operations through planning, execution, and follow-up, and are responsible for training initiatives and user support. In parallel, you work on analyzing, developing, and improving the unit's internal working processes within staffing and scheduling. Together with colleagues, you identify areas for development and contribute to creating efficient, uniform, and sustainable working methods supported by the new system.
The role also includes operational elements where you work with scheduling and substitute staffing. This provides important understanding of the operation's needs and forms a natural foundation for the development work.
The assignment includes, among other things:
- Planning, coordinating, and following up on system implementation.
- Developing working methods within staffing and scheduling.
- Working operationally with schedules and staffing.
- Contributing to the development of routines and processes.
- Creating anchoring and involvement among managers and employees.
QUALIFICATIONS

You have good communication skills, both verbal and written, and adapt your communication to the target group and situation. The role involves many contact surfaces and parallel assignments, which means you need to thrive in a varied daily life where collaboration, change, and development are a natural part.
Requirements:
- Experience with scheduling and staffing work, preferably within public operations.
- Very good digital competence and experience working in digital staffing systems.
- Good knowledge of labor laws and agreements such as ATL and AB.
- Experience in change management, project management, or driving development projects.
- Very good ability to communicate in Swedish, both verbally and in writing.
Merits:
- Post-secondary education in areas such as recruitment, staffing, HR, organizational development, or similar as deemed relevant by the employer for the position.
- Experience from care and elderly care operations.
- Experience with AI-based tools and their use in system and development work.
