The Stockholm Administrative Court of Appeal is the largest of Sweden's four administrative courts of appeal and also serves as the country's Migration Court of Appeal. The court is beautifully and centrally located on Riddarholmen in Stockholm, employs approximately 200 staff members, of whom about 140 are lawyers. The organization consists of four judicial divisions, one case administrative division, and one administrative unit. The court handles approximately 20,000 cases per year and deals with around 600 different types of cases, allowing for a great variety in daily work.

The Judicial Training Program

After completing a law degree and a clerkship training at a district court or administrative court, you can apply for employment as a judicial trainee (fiskal) at the Administrative Court of Appeal.

At the Administrative Court of Appeal, the judicial trainee is responsible, among other things, for preparing cases for decision and presenting proposals for judgments or decisions. After at least one year of service, the trainee may work with judicial tasks, either independently or together with other judges, at an administrative court for a total of at least two years.

After working as a trainee at the administrative court, the trainee returns to the Administrative Court of Appeal for a so-called adjunct service period of one year. This means that the trainee gets to judge together with other judges in the Administrative Court of Appeal. During this year, the trainee serves as acting (acting) Administrative Court Assessor.

Education

During the service period, the trainee undergoes a training program for young judges. The training provides an opportunity to deepen knowledge in various subject areas and exchange experiences with colleagues from other courts. The traineeship provides experience in chairing hearings as presiding judge, ensuring that cases and matters are satisfactorily investigated, and knowledge of how to compile everything needed for a decision in a judgment or decision.

After successful completion of the adjunct service, the trainee is appointed as an Administrative Court Assessor. An Administrative Court Assessor can proceed to employment as a judge, for example, in an administrative court. The assessor can also seek other qualified legal jobs. Common jobs for an assessor include working as a judicial secretary, i.e., presenting cases in, for example, the Supreme Administrative Court, or various public assignments such as work at the Government Offices, parliamentary committees, the committee system, and the Swedish Courts Administration. There are also assessors who work as prosecutors or as assistant lawyers at law firms.

Employment

The Stockholm Administrative Court of Appeal hires approximately 17-19 judicial trainees each year, usually divided into six admission periods.

At each occasion, the admission primarily concerns applicants who can start their employment within four months from the admission occasion. This means that someone who can earliest start on May 1 should not apply earlier than the round ending on January 31. The employment begins with a six-month probationary period. After assessment, the employment becomes permanent.

Application

The application must be accompanied by a copy of high school grades, degree certificate, and certificate of clerkship/service certificate (if any), as well as other documents that the applicant considers relevant for the sought position. Your application must also include a document containing a short motivation for why you want to be admitted as a trainee at the Stockholm Administrative Court of Appeal, as well as references and contact details for these. In relevant cases, the court obtains a preliminary assessment of the applicant's suitability for continued judicial training from the legal officer at the lower court where the applicant is or has completed their clerkship. The court then obtains oral references from a selection of applicants.

In the event of employment, the court will conduct a register check. Reference persons will also be asked about the applicant's security awareness and any security risks.

Interviews

After reviewing the applicants' application documents and obtained references, the President decides who or which candidates should be called for an interview. The number of candidates called is determined based on the court's need for trainees in the coming months. After the interviews have been held, a decision is made on who or which candidates should be employed. Those who have been interviewed will receive news by phone. Other applicants will be notified by email. An application remains valid for six months from the date of receipt. An applicant wishing to supplement their application with additional character references or references can do so by contacting the court. The application can also be extended for another six months.
