The Swedish Coast Guard is a civilian state emergency authority responsible for maritime surveillance and search and rescue at sea on behalf of the government and parliament. With our maritime capabilities, the Coast Guard is also an important authority in Sweden's total defense. A key part of the maritime surveillance mission is to ensure safety in Sweden's maritime zones. This is done, among other things, through crime prevention, surveillance, and law enforcement operations. The Coast Guard's search and rescue mission includes a wide spectrum of different rescue operations, including environmental rescue operations in the event of accidents or spills, and rescue operations in the event of disasters or emergencies.
The Coast Guard is a maritime hub that ensures a civil maritime situational picture for Sweden and that other authorities have access to the maritime capabilities they need for their missions. An important part of the Coast Guard's mission is to support other parts of society based on the expertise available to the authority.

Description
The Swedish Coast Guard is seeking a Development Manager for the Intelligence Unit, based in Stockholm.
Do you want to help build Sweden's future maritime intelligence service? The Coast Guard is an authority undergoing transformation. The deteriorating security situation in Sweden's vicinity, the high level of terrorist threat, and the impact of organized crime on our society are all areas that affect the Coast Guard's mission and operations.
An important part of this is to strengthen the Coast Guard's capability for maritime surveillance, where the Intelligence Unit plays a key role. The Intelligence Unit is a newly established unit under the Coast Guard's operational department. As of March 1, 2026, the Coast Guard has been granted extended powers to conduct intelligence activities in the maritime environment. This means that the Intelligence Unit is currently undergoing an exciting transformation journey to meet the new opportunities while addressing the deteriorating security situation. The Coast Guard's Intelligence Unit will be developed and expanded in accordance with the need to meet the challenges in our environment.
The work of the Intelligence Unit will focus on developing the ability to understand the need for maritime situational information/pictures from other authorities and the Government Offices. A large part of the mission will involve collaboration with others and an understanding of holistic solutions regarding problem areas for Sweden.
Responsibilities
Development includes the implementation of intelligence methods adapted to the Coast Guard's operations. You will create requirement specifications for digital support systems and develop existing working methods to meet the future within the maritime surveillance mission.
The Coast Guard supports other authorities and actors with maritime information adapted to the recipient's needs. Intelligence operations constitute a very important part of this mission. You will focus on supporting the development of such needs. You will also share responsibility for training needs within intelligence operations.
Your Competencies
In this role, you need the ability to communicate with the vast majority of the authority's various functions and management levels. You are an experienced and skilled presenter with the ability to convey a message in a pedagogical way and the ability to adapt to the situation depending on who you meet. You need to delve deeply into the needs that exist in collaboration with others and be able to propose purposeful solutions. This can involve both complex and simple problem-solving. A large part of the needs concern the development of IT systems based on user needs. Furthermore, you must have the ability to create trust-building relationships with functions within the authority as well as functions at other authorities. You have high communication skills, are engaged, structured, and curious.
Qualifications
You have relevant education for the position (according to the employer's assessment). You have a long background in qualified intelligence work. You have extensive experience of development work within intelligence operations and have very good knowledge of the established methods used, which you also teach. You have experience and knowledge of how the digital environment is built around intelligence operations and best supports the needs of the operations. You have very good knowledge of the legislation regulating intelligence operations. You have built a large network within the national intelligence sphere over a long period.
You have very good ability to express yourself orally and in writing in Swedish and English.

- It is also a merit to have previously served in a leadership role
The Coast Guard is located at various places in Sweden, so you will travel for work, both domestically and internationally.
