We are seeking a Head of Legal Affairs for SPV in Sundsvall

The Swedish Agency for Government Employees' Occupational Pensions (SPV) is one of Sweden's largest providers of pension services. We manage occupational pensions and insurance for employers in the public sector and have over 1,100,000 customers, including current and former government employees and pensioners. Our office is located in Sundsvall.

SPV's operations are organized into units and delivery areas. Units are led by unit managers, and delivery areas by delivery managers. SPV also has specific roles with associated areas of responsibility, including the Head of Legal Affairs. All managers are part of the agency's operational leadership. SPV's employees work in teams within the various units. We believe that collaboration between the different management roles and teams is a key factor for a well-functioning operation.

We are now seeking a Head of Legal Affairs with responsibility for two delivery areas who wants to help develop our operations forward.

RESPONSIBILITIES

The role entails responsibility both as Head of Legal Affairs and as a Delivery Manager. The tasks are multifaceted and complex, involving significant responsibility and great opportunities to work on various types of issues and legal fields. You will work closely with the Director-General, the agency's other managers, and various specialists within the agency. You will maintain ongoing contacts with other authorities and the agency's clients. This position does not include personnel management responsibilities.

Your work encompasses three roles:

  • as the agency's Head of Legal Affairs
  • as Delivery Manager for the Legal Governance delivery area
  • as Delivery Manager for the Pension Provisions and Board Administration delivery area.

As Head of Legal Affairs, you have overall responsibility for the legal interpretation of issues concerning the agency's operations. This includes, among other things, deciding on legal positions regarding SPV's applicable regulations, commenting on legal quality, making decisions in compensation cases, and representing the agency in court. You are also responsible for deciding on responses to consultations and, in some cases, reviewing requests for the release of public documents.

As a Delivery Manager, you are responsible for ensuring that there are well-functioning processes that guarantee SPV complies with applicable law and decided interpretations, and that SPV has a uniform and correct application of regulations governing pensions and other benefits within SPV's mandate. You are also responsible for ensuring that SPV follows up on legal quality within the operations and for the boards that SPV administers. Furthermore, you are responsible for the agency's archives, e-archives, and registry.

In your role as Delivery Manager, you are responsible for identifying necessary measures within your areas and ensuring that there are financial resources to carry them out within the framework of the agency's operational planning. You are also responsible for ensuring that the operations conducted within your delivery areas comply with applicable regulations and fit within specified financial frameworks, as well as regularly following up and reporting deviations.

As a manager with us, you actively work to ensure that SPV's entire delivery can be executed. In your work, you are therefore expected to work closely with all delivery areas and units to ensure that the agency as a whole meets the expectations set for it.

QUALIFICATIONS

We are looking for someone with a Candidate of Law degree or a Master of Laws degree. You have broad legal competence and at least five years of experience in qualified legal work. Furthermore, you have experience in a leading position with documented good results. You have excellent knowledge of Swedish, both spoken and written.

It is an advantage if you have:

  • experience from public administration
  • experience from the pension sector
  • excellent knowledge of administrative law, secrecy legislation, and regulations on the processing of personal data
  • good knowledge of English, both spoken and written.
