The Urban Environment Administration has a comprehensive responsibility for the city's public spaces and overall accessibility.

We work to create accessible, attractive, and vibrant urban environments and natural areas. The administration owns and manages the tram network in Gothenburg. Approximately 900 people work at the administration.

The Urban Environment Administration is part of the urban development administrations in Gothenburg City. Together, we work to create conditions for a functioning infrastructure, quality housing and premises, an inviting public environment, and strive for the city to be sustainable from all perspectives.

From September 1, 2026, we will be located in completely renovated central premises in Gothenburg, just a stone's throw from Gustav Adolfs Torg.

Job Responsibilities

Do you want to contribute to the development of the future Gothenburg? We are now looking for a qualified lawyer with an environmental law focus for the Legal and Procurement unit.

As a lawyer at the Urban Environment Administration, you will provide legal guidance to the administration and support the municipality in its role as property manager and operator. The work is independent and varied, including the following tasks:

• ongoing advice on all environmental law issues occurring within the administration, such as assessing various types of permit issues and guidance on supervision matters
• reviewing application documents and other materials for assessments
• developing operational support and training in collaboration with the administration's environmental specialists
• handling other legal issues within areas such as public law, contract law, and construction law.

You will act as a link between the administration and any external representatives and consultants.

You will belong to the Legal and Procurement unit within the Development and Governance department. The unit leads and supports the entire administration in administrative governance and management issues related to law and procurement.

You will be part of a team of five lawyers who contribute expertise in many different areas of law. In addition to the unit manager, the unit also includes seven procurement leaders, two purchasing coordinators, a contract controller, and a strategy for procurement and supply.

Qualifications

To apply for the position, you need to have:

• Law degree
• Several years of experience in qualified legal work within the environmental law area
• Experience in environmental processes, such as assessments of water activities

Meritorious:

• Knowledge of property law issues
• Knowledge of water legislation
• Knowledge of planning and building legislation
• Experience in court and authority proceedings

Personal Characteristics

You are used to working independently, enjoy having significant responsibility, and are good at prioritizing your tasks. As a person, you have a consultative and service-oriented working style and a good ability and interest in collaborating with others. You express yourself clearly, factually, and professionally both in speech and writing. The assignment also requires you to have good analytical skills, a holistic view, good judgment, and high integrity.
