Kustbevakningen is a civil government preparedness authority responsible for maritime surveillance and rescue services at sea on behalf of the government and parliament. With our maritime capability, Kustbevakningen is also an important authority in Sweden's total defense. A key part of the maritime surveillance mission is to ensure safety in Sweden's maritime zones. This is done, among other things, through crime fighting, monitoring, and maintaining order. Kustbevakningen's rescue service mission includes a wide range of different rescue operations, including environmental rescue efforts in the event of accidents or spills and rescue operations in the event of shipwrecks or emergencies.

Kustbevakningen is a maritime hub that ensures a civil maritime situation picture for Sweden and that other authorities have access to the maritime capabilities they need for their missions. Description

Do you want to take a key role in building and leading a strategically crucial function in a community-supporting authority? We are now looking for a unit manager for our newly established Project Office, a role for you who want to combine leadership, strategy, and development power in an operation with a clear and important mission.

You will step into a phase of establishment where you have the opportunity to set structure, culture, and direction for Kustbevakningen's overall project activities. By establishing strong project portfolio management and a modern, purpose-built project management model, you create conditions for effective implementation power, high quality, and clear benefit realization.

The Project Office is part of the Development and Innovation department and will play a central role in the authority's digitalization journey, research and innovation work, and long-term capability development. You will initially lead three main project managers and gradually build a growing and strategically important unit.

The position is located either in Karlskrona or Gothenburg.

Responsibilities

As a unit manager, you have overall responsibility for the Project Office's mission, operations, staff, and budget. You lead the unit in line with Kustbevakningen's strategies, goals, and values, ensuring that project activities create clear benefits.

In the role, you will:

• Lead, plan, and follow up on the unit's operations with clear direction and structure
• Be responsible for staff, budget, work environment, and competence development
• Develop and manage project models, methods, and tools
• Manage and further develop the authority's project management model
• Ensure robust project and portfolio management and effective resource allocation
• Support management, managers, and project owners in prioritization, governance, and follow-up
• Follow up on project results, risks, and benefit realization
• Actively contribute to the authority's strategic development work
• Be an engaged member of the department's management team and drive collaboration both internally and externally

Qualifications

We are looking for someone who has:

• An academic degree in a relevant field or equivalent experience.
• Several years of current experience in qualified work with project management and project governance.
• Several years of current experience in a managerial or other leadership role.
• Solid and current knowledge of portfolio management and establishment of project offices (PMO).
• The ability to express yourself well in speech and writing in Swedish and English.

It is meritorious if you also have:

• Experience working within a government preparedness authority.
• Knowledge of change management and business development.
• Good knowledge of governance, follow-up, and processes within public operations.

You are a confident and clear leader with the ability to combine a strategic holistic perspective with operational implementation power. You are unpretentious, development-oriented, and create structure in complex contexts.

Conditions

The employment is permanent with a 6-month initial probationary period. Start date is as soon as possible by agreement. The place of employment is Karlskrona or Gothenburg.

For employment, Swedish citizenship, drug testing, and security clearance according to the Security Protection Act are required.

Kustbevakningen participates in overseas assignments and international operations. Therefore, the employment includes an obligation to serve abroad when required for the operation.

In the case of permanent employment, there is also an obligation to be placed in wartime.
