Do you want to help build the future of Gothenburg? With us, you will have the opportunity to shape a forward-looking and high-quality primary school administration with students at the center.

We are looking for a department head for the Planning and Development department. The department includes the units of Regulatory Practice and Law, Development and Transformation, Administration and Security, as well as Administrative Support and Service. Approximately 150 employees work in the department, and as a department head, you will have direct responsibility for six employees. The management team consists of four unit heads and two controllers.

Responsibilities and Assignments

As a department head, you will lead through a “two-handed” leadership style – ensuring that the administrative work functions sustainably, legally, and structurally, while also leading and driving development and change work towards future needs.

The department is responsible for:

  • Leading, coordinating, and providing support for cross-administrative development, communication, and change work.
  • Leading, coordinating, and providing support in IT and digitalization issues.
  • Planning, monitoring, and internal governance and control.
  • Case management, investigation and analysis, central regulatory practice and law.
  • Crisis and security, civil defense.
  • Administration and system management.
  • Collaborating and cooperating for higher goal fulfillment with the administration's other departments and units, the city's administrations, and authorities.

Within the framework of your assignment, you will make decisions in accordance with overarching and long-term operational goals, guidelines, and governing documents, as well as according to delegation from the committee and the administrative director. In this role, you will also represent the administration in various contexts. You will lead complex assignments where conditions change, the target image is not yet fully formulated, and new technology affects both working methods and responsibilities.

You will be part of the director's management team together with the other department heads and play an important role in leading the administration's joint work. The management team consists of five people, has good collaboration, and works with the vision “Together for Everyone to Succeed”.

Requirements Profile

We are looking for someone who has:

  • A relevant academic degree for the position.
  • Several years of experience in management and leadership roles with operational, personnel, and budget responsibilities.
  • Experience in governance and leadership in complex organizations with many professions.
  • Experience leading through other managers.
  • Experience in extensive change and development work.
  • Good ability to express yourself well in speech and writing in Swedish.

It is meritorious if you have experience:

  • From larger public operations, preferably with an understanding of school operations.
  • Of leading complex assignments where new technology has affected both working methods and responsibilities.
  • Of working closely with management, boards, or committees.

Personal Competencies

We are looking for a courageous and development-oriented department head with confidence in a process-based working method with legal certainty as the foundation of leadership.

In your leadership, you are attentive and clear, create trust, and collaborate well with managers, employees, union representatives, and external actors. You have the ability to influence, challenge, motivate, and create consensus in development and change work. As a person, we want you to be comfortable being in the spotlight.

In the role, it is crucial that you have a good ability to work together with and through others.

You understand how societal changes shape and affect the school's mission.

To succeed in the role, you have a strong holistic view and understand how planning, governance, monitoring, and support activities interact. You are analytical and can identify the core of complex issues, see connections, weigh different perspectives against each other, and make well-founded decisions that hold over time.

You are goal- and result-oriented and have the ability to translate political decisions and strategic goals into structured, legally secure, and purposeful working methods. You follow up on results and can reprioritize under changing conditions without losing quality.
