Chief of Staff/Deputy Operations Manager

JOB RESPONSIBILITIES

Our Chief of Staff and Deputy Operations Manager is moving on to new challenges in another municipality after several years, and we thank them for the commitment that has contributed to the development of Gullspång municipality.

We are now looking for someone who wants to manage what has been built up while continuing to drive development forward. As Chief of Staff and Deputy Operations Manager, you have a broad and important role. You lead and develop several of the municipal executive board's operations and are responsible for the areas:

• Public health and crime prevention work
• Safety and preparedness
• Communication
• Secretariat

You play a central role in ensuring good governance, coordination, and quality in the municipality's organization. This involves both strategic and operational work, in close dialogue with employees, operations, politics, and external actors. Safety and preparedness is a shared function with Töreboda municipality, which means good collaboration that has the potential to develop in more areas in the future.

As part of the municipality's central management group, you are an important player and driving force in the overall development work. The position entails personnel, budget, and operational responsibility within your areas. You report directly to the municipal director and are also the Deputy Operations Manager within the municipal executive board's operations Management and Development.

Main Responsibilities

• Lead and develop the secretariat's work and functions.
• Ensure the municipality's work in safety, crisis preparedness, and security.
• Ensure the municipality's work in strategic public health and crime prevention.
• Ensure the municipality's work in internal and external communication.
• Support political leadership and committees through qualified administrative and some legal support.
• Actively participate in the municipality's management group and contribute to a holistic perspective.
• Be responsible for monitoring the external environment within your areas and initiate improvement work.
• Work for a good work environment and contribute to building strong teams.
• Be involved in leading the digitalization journey.

The position is located in the municipal office in Hova.

QUALIFICATIONS

We are looking for a confident and experienced leader, with good structural ability, skilled at building and maintaining relationships, and open to collaboration across operational boundaries. You thrive in strategic matters but have no problem rolling up your sleeves when needed. It is an advantage if you have worked in public operations, have some legal competence, and have leadership experience.

We believe you have:

• Relevant academic education
• Experience of qualified public work
• Leadership experience within work and/or leisure
• Good knowledge of municipal governance
• Experience in one or more of the areas of responsibility: public health, safety/preparedness, communication, or secretariat work
• Interest and knowledge to see opportunities for operational development in a digital age

As a person, you are analytical, communicative, and structured. You have good judgment and the ability to make decisions even in complex situations.
