Project Manager at the Swedish Civil Contingencies Agency

As a project manager with us, you will be part of the section that works with resilience efforts. Here, you will contribute to strengthened cross-border resilience and an increased collective ability to effectively prevent, reduce, and manage the consequences of risks, accidents, crises, and wars together with other countries and organizations.

Your Responsibilities and Tasks

As a project manager in the Resilience Efforts section, you will be responsible for developing project ideas, writing project proposals which include change theory and results frameworks, activity plans, budgets, and more. In addition, you will manage and administer ongoing efforts including planning, budgeting, and follow-up. You will coordinate the agency's internal functions that contribute to the implementation of the efforts and be the contact person for operational staff and partner organizations in project-related matters.

As a project manager, you will handle complex political contexts and dialogues with partner organizations as well as with national, regional, and international organizations. This is to promote synergies, effective collaborations, and ensure relevant capacity development. You will ensure the quality of planning and content in operational activities and ensure that efficiency and result fulfillment are taken into account. You will actively contribute to learning that continuously develops and improves the project and operations.

Your tasks include developing relevant project proposals in collaboration with partners and funders, as well as writing project applications for long-term capacity development efforts. This involves preparation, budget management, implementation, follow-up, and closure of resilience efforts, as well as integrating gender equality and environmental considerations in the planning and execution of the project. Your tasks also include overall management of operational staff in ongoing efforts and ensuring their safety, good collaboration with other internal project functions (such as HR, finance, and security advisors) for the implementation of efforts, as well as developing and managing close collaborations and networks with other units within the agency, other Swedish authorities, and other countries' authorities for disaster risk management, multilateral organizations, and individual organizations. Communication of the agency's and efforts' goals and results, both in internal and external contexts, is part of your tasks.

The position includes travel to operational areas. As a project manager, collaboration is an important part of your daily work, both with a large number of internal functions at the agency and with funders such as Sida, other authorities, and relevant EU bodies.

Your Knowledge and Competencies

We are looking for someone who has:

  • Relevant academic education.
  • Experience in project management and developing project activities within international collaborations.
  • Knowledge and experience in planning, implementing, administering, budgeting, and following up on activities in terms of goals, results, effects, and finances.
  • Experience in partnership development and partnership dialogue in a national or international development context.
  • Very good knowledge of Swedish and English in both spoken and written forms.
  • Experience working in government or other public sector organizations.
  • Good knowledge of commonly used IT systems.

It is an advantage if you have:

  • Experience working with crisis preparedness and civil defense.
  • Experience working with the EU's civil protection mechanism.
  • Experience working in countries in prioritized contexts for the agency's mission, e.g., Eastern Europe and/or the Western Balkans.
  • Experience working with capacity development in an international context.
  • Knowledge of integrating cross-cutting issues such as gender equality and rights perspectives as well as environmental/climate considerations.
  • Knowledge and experience in results management and methods for results-based learning.
  • Experience in written communication work.
  • Experience managing EU-funded aid projects.

About the Employment

We offer you a permanent full-time position that begins with a probationary period.

Your work location will be Karlstad, and travel is required in the position.

The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security review with background checks will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are assigned to war positions.
