As a unit manager at the Swedish Post and Telecom Authority, you will work on issues that are crucial for Sweden's resilience and total defense. You will lead and develop an operation responsible for enhancing robustness in electronic communication and postal services – areas that are central to ensuring society functions during crises, serious disruptions, and ultimately war. The Robustness Unit is responsible for the robustness-enhancing measures that PTS implements to increase resilience and sustainability during serious events in peacetime or during heightened preparedness. The work is carried out in close collaboration with actors in the private and public sectors, where state funds are used to create the greatest possible effect for society.
The unit consists of about ten highly qualified employees with backgrounds as engineers, lawyers, and economists. Here, there is high competence, great commitment, and a shared focus on results, collaboration, and accountability. I, your future manager, am Anders Wallinder. I am the department head, and as a unit manager, you will be part of my department's management team. I will expect you to drive and develop your unit to create a positive impact on total defense through robustness-enhancing measures.
I am very delegating and want a unit manager who appreciates freedom with responsibility. I will depend on your ability to manage the work with financing and guidance regarding robustness-enhancing measures. Together with you, I will also do everything to ensure we have fun at work. I see this as a necessary foundation, as we work with such serious matters.
About the Role
As a unit manager, you are responsible for the unit's operations, personnel, and finances. A central part of the assignment is to create a safe, developing, and sustainable work environment where employees are given good conditions to succeed in their tasks. You clarify goals, assignments, and priorities, and plan, develop, and follow up on operations in a structured manner.
The role involves extensive responsibility for robustness initiatives funded by state resources. You are responsible for ensuring that the funds are used correctly, effectively, and in accordance with applicable regulations, as well as for reviewing and controlling that the measures have the intended effect. This is an assignment of great significance, where substantial resources are channeled from the state to private actors.
You represent the operation in many different contexts, both internally and externally, nationally and internationally. The role includes initiating and driving development work at both the unit and department levels. As a unit manager, you will be part of the department's management team and actively contribute to the development of the department's overall operations and to good collaboration across organizational boundaries.
About You
We are looking for a confident and experienced leader with a good ability to take responsibility for the whole. As a person, you are collaborative and unpretentious, which allows you to build trusting relationships and contribute to an open and inclusive work climate. In your work, you are structured and strategic, with a good ability to plan, prioritize, and follow up on operations and finances against set goals. You have a stable demeanor and can handle pressure and complex situations calmly and constructively. Communication is clear and trustworthy, and you can represent the operation professionally towards various stakeholders. Your personal qualities are important, and therefore we will place great emphasis on these.
We are looking for someone who has:
- A university degree with a relevant orientation for the position, such as in technology, economics, or law
- Current multi-year work experience as a manager with personnel and budget responsibility
- Documented knowledge of the structure and function of civil defense, acquired through relevant work experience
- Good ability to express yourself in speech and writing in Swedish and English
It is also meritorious if you have:
- Experience working in a government agency
- Experience from telecom, IT, or another industry relevant to PTS
- Experience in managing complex cases
- Experience with budget responsibility for multiple projects or work as a controller/project economist

Good to Know
The position is a permanent employment with an initial probationary period of six months. Placement in Stockholm with a start as soon as possible by agreement. Your job title will be unit manager.
The position is placed in security class 2. Therefore, Swedish citizenship and a successful security clearance in accordance with Chapter 3, Sections 1-3 of the Security Protection Act (2018:585) are required for employment.
